I looked at the M-Bam part of Scandinavia, and only Iceland and the Faroes are finished, Norway, Sweden, Denmark and Finland lack secondary levels. And it's not like with Romania, whose secondary levels is so tiny it's ridiculous.

I can find some maps if that's what you need.
Also, is the Netherlands meeting the same fate as Romania? Cos they don't have secondary levels either.

It is very easy to do it, you should try
Regarding the Netherlands, nope, it is not finished
Same as Portugal, in which I am currently working on
Also, Denmark is being done by Valdore so do not worry about it
But if you cannot do second levels, you can try to find maps of other countries' 2nd levels
