[Texas Query] - Trimming Texas of Trans-Pecos?

Been doing some light reading and I discovered that the region around El Paso, Texas (called Trans-Pecos) is heavily removed from the bulk of the state's population and urban centers, with El Paso proper holding much of the regional populace. I came across this by learning about a family that did business in both El Paso and Juarez in the 1960s and 1970s, and then learned just how close those two cities were geographically speaking and how it's one of six metropolitan areas on the border.

So, I got it in my head to ask what would the repercussions be of this region of Texas being a part of the Mexican state of Chihuahua. Would the retention of the region by Mexico play a positive role in the development of Chihuahua as a state? Or negatively impact the development of New Mexico or Texas?

Or sparing that, what if it was made a part of New Mexico instead? How would New Mexico benefit or be impacted as a result?
 
San Diego still has an important harbor, but the rail lines go thru LA.

San Antonio, Texas becomes less important, Dallas/Fort Worth more so.
