NASA had in time the Advance Solid Booster rocket program with Aerojet, that became the new booster for shuttle.
and the company had also experience with large solids like MX-ICBM, they build even biggest solid booster of all time (21ft diameter or 6.4 m)
Aerojet reactivated there 25,000-acre Aerojet Dade Rocket Facility near Homestead, Florida. (some were at 25°23'14,58''N 80°33'45.10W)
here the three segmented ASRB recycle & refueled and barged to Cape Canaveral. 426 km or 300 miles journey.
and the take years and Billions until Dade Rocket Facility was ready,
but biggest delay were the environmentalist who were against the Dade factory/test side near Everglades Natural-reserve.

In Phase 2 parts of Space tug and lunar lander are launch with Shuttle-C to FREEDOM were they assembled inside a Hangar, then launch to Moon, were Space Tug stay in orbit
while the 4 person Lander goes down explore the site and return to the Tug, both fly back to Earth orbit, using a aerobreaking Heatshield to save fuel.
if a site for Moon base is found, then Cargo lander brings the Base parts to moon surface, the Landers stay on Moon also while the Space tugs bring fuel and resupply.
the Base will have crew of 12 person, exchange every 6 months.

For Phase 3 a Heavy Lift Launch vehicle based on the Shuttle, brings the parts to FREEDOM were there assembled to four heavy Mars spaceship (so called Sprint Mission)
The First a unmanned Cargo ship with return Fuel and Lander onboard.
the Second a Manned Spaceship with crew of 6 person on board.
the third and four are huge Booster stage to launch the first two towards Mars, the Cargo first, the Manned craft 2 years later.

what put the ABM program and other military programs in danger. while the Air Launch Sortie Vehicle was push to verified the disarmament over USSR / USS.
And there was the Operation Desert-storm (aka Gulf war II) the Liberation of Kuwait from Iraq invaders, a Major Victory for USA since Vietnam.
but do the cost of this Military operation and of end of Cold war, budget cuts were made, under the Victims was: B-2 & F-117 Stealth Bomber, the ABM R&D program, MX-ICBM, X-30.
the US House of representatives saw also no need for more Money to put in NASA, they even consider a reduction of Budget ! what President Bush stopped with several vetoes.
under those circumstances Phase 2 & 3 were impossible to complete. but that change radical in December 1993 with confirmation of Mars Observer one finding on Mars, by the second Mars Observer.
But that was for new President of USA who succeed George H.W. Bush in november 1992...

Part Ten : FREEDOM At last !
After 6 year of preparations In USA, Japan and Europe, the Day has come, in October 1992 began the build of US Space station with Freedom assembly flights.

2 October launch of STS-C1,the first launch of Shuttle-C with Truss Port 1&2 with Solar array and Node #1.
On 22 october launch of STS-50 with Shuttle Endeavour with US Lab and Truss connector for Nodes.
The Crew was selected because there skill shown on STS-31 and STS-46 mission and they needed it.
the launches went without a problem, but on rendezvous with Shuttle-C they fund a problem.
Endeavour robot arm had to grab the Shuttle-C, therefor was a plug install in nose section, it's nose cover was still in place. So on first EVA, Richard J. Hieb connected on the robot arm went to remove the cover.
It was a hilarious view in TV news, showing Hieb, hammering wild on a billion dollar expensive equipment, to get a cover off...
then the Shuttle-C was docket on top of Endeavour crew-hatch then the Payload faring opened and The payload was check.
on the next day the Truss Port 1&2 were pulled out Payload faring, then connected together with Truss connector and Node #1 in Shuttle-C Payload faring.
During Day 3 the Solar array and radiators are connect to Truss port and inspected then deployed, power up and check true.
following Day 4 the US Lab is dock on Node #1 and power it up in stand by mode.
Then Day 5, Endeavor de-dock from Shuttle-C reposition and dock with US Lab and crew enter it. for inspection and start up the first experiment on tele-operated control,
On Day 6 in final EVA the crew recover the two SSME from Shuttle-C, while the Flight computer and OMS stay on board.

November 12 launch of STS-C2 with Truss starboard 1&2 with Solar array and Node #2.
December 2 launch of STS-51 with Shuttle Atlantis with Habitat module and the Hatch module. as novelty the shuttle had for this mission two robot arms (the one from Columbia)
The mission look like Repeat of STS-50, but the crew had there Problems,
First they had rendezvous with Shuttle-C2, who waiting in 50 km safety distance from FREEDOM. Dock with Shuttle-C2 and pull it slowly to FREEDOM.
Was not so easy with combine mass of almost 200 tons, what take a day to cross 50 km to reaches the station building site.
Here the Crew had to start connect the Truss starboard to the Station, but it was delay because the Shuttle-C2 had jammed Payload faring.
after on day delay on Day 3 they complete the task and day 4 installed the Solar array and radiators on Truss starboard with help of the two robots arms.
on day 5 , during power up the complete Truss structure creating a master alert in electronic system of FREEDOM.
The causer was the flight computer of Shuttle-C1, after disconnect it, the electronic system work perfect.
on following day the Habitat Module is connect to FREEDOM, crew enter it. for inspection and power up. on next day the Hatch module was install, what allowed the Crew EVA
the crew recovered the Flight computer and OMS of Shuttle-C1. while it's Payload faring and engine bay was dropping into the pacific.
Leaving after 8 days, a Station ready for it first crew.

January 13, 1993 Launch of STS-52 with Enterprise with supply Module, CRV, station Robot Arm and Expedition 1 Crew.
This Mission gave FREEDOM it's first Crew and recovered the parts of Shuttle-C2 while this rest faced same fate like first STS-C1.
also brought the first short time experiments back to Earth.

April 8 launch STS-53 with Shuttle Endeavour with ESA Lab Columbus and ESA temporary Crew.
On this Mission the ESA Lab is installed and put to work by ESA astronauts on 9 day mission
also made US astronaut Runco, the Famous "Toy in space video" on board of FREEDOM.

April 26 launch STS-54 Shuttle Atlantis with and JEM and it's Exposed Facility.
The Japanese Experiment module is brought to the Space Station.
During the EVA for JEM installation, the Astronauts in a little ceremony install on Truss structure, the Commemorative plaque with names of Crew of Challenger.
with this the Space Station FREEDOM is complete.

on Mai 20, launch STS-55 with Shuttle Discovery with Expedition 2 and Experiment Logistics Module for JEM.
also Return of Expedition 1 and experiments from space
After 90 days the Expedition 1 Crew are replace by Expedition 2, partly because they broke the Skylab-4 record and of there hard work load to get the space station operational.
Now the Expedition crews would stay now 180 days in Orbit.

With FREEDOM in Orbit, The NASA Administration declared change in Shuttle Launch Manifesto, by canceling ALL Spacelab mission by replacing them by FREEDOM labs and Spacehabs module.
also would be the 4 replacement CRV launch by Titan IV or Atlas III, instead with Shuttle, also would serve the CRV as Cargo transporter up and down the Station.
The Shuttle fly to the Space Station 4 times/ year: 3 resupply with Multi Purpose Logistics Module and one flight with Experiment Logistics Module for JEM.
on 2 of those flights the Station Crew are exchange on two others are for Temporally Crews for ESA, NASDA or international guess Astronauts.
For this the shuttle docking time on Station can be extended to maximum 28 day whit help of EDO module.
on the rest are one extra shuttle launch/year for Mission unable for FREEDOM like NASA/ISA Tethered Satellite System or Hubble Space telescope servicing.
and shuttle Columbia in reserve for rescue mission.
with 5 shuttle launch/year NASA signal the US House of representatives, that they could control there Cost.
ESA and NASDA also would launch Supply mission to FREEDOM with H-2 and Ariane rocket.

Van. The primary reason the Ariane LVs were built was to ensure independent launch capability for Europe. If you use an LV that is dependant on non-European components and stages, that ability is lost. I just can't see this happening.

IOTL, they may be using a Soyuz LV at the Kourou Spaceport, but that's alongside the Ariane V, so they still have independent launch capability.

There's some info here concerning the various designs in mind for Ariane 5 before the OTL model was selected. I think that's what Van is talking about.

Yes, the Ariane 5R was the Last Design Based on Ariane 4 Hardware.
It Took me a Lot effort to find the Data about These Designs.
And Post them on secret Project forum, but it was Big Fun for me.

I habe found a Article that Russian And ESA had study for Short Time on a
Russian Hermes Shuttle ! They proposed to modife the Ariane 5 by replacing the SRB by Zenit-1 !

On this TL
I just change USS-SA Partner there is Brasil , india and China.
While ESA stay on NASA while france CNES go on join-ventrue with USS-SA

I try to figure the thrust of a modular Solid rocket booster, with one segment of 75 tons fuel and as two segments with 175 tons fuel
 
Trying to understand this booster you want. Is it that you want a vehicle family consisting of two different sizes of monolithic solids, one massing 75 tons, the other massing 175 tons? Or are you aiming to have something where it's a segmented booster that can be flown either as a single segment of 75 tons or a multi-segment of 175 tons (which would seem to not be an integer number of 75 ton segments)? Either way, sounds like you're basically trying to design an early version of the Ariane 6, a variable-payload all-solid launcher.

Either way, ultimately, it comes down to what you want the stage optimized for. How you lay out the casing and drill the grain tailors the thrust and burn profile. As a historical guide, checking 8 different "large" solids--all three GEM sizes, Castor 120, both types of Titan solids, and both Shuttle-derived solids--gives a mean of 26.8 N/kg of gross stage (30.5 per kg of propellant), though with a fairly substantial variation--a standard deviation of 6.38 N/kg in the former, 6.65 N/kg in the latter. Anyway, start with that, figure out if you want to be on the high end or the low end, and that'd be a start.

Also...I hope you're changing the French Zenit thing. I really think it's odd for them. They like solids, and they like hydrolox. Going with a Russian-made kerolox first stage doesn't really fit either of their preferences.

i found a unusual Ariane 5 Design, what let to Original Ariane 5 we know.
but it use two different SRB sets one with 150 tons fuel and smaller with 75 tons fuel.
what give the rocket high cost using them, but build as modular segmented SRB that can fly as P150 or P75 at lower cost.
the Design is modular for Payloads eider GEO launch or Heavy payload in LEO.

i just kick the French Zenit thing in trash, I look for new Partner for USS-space agency, China gonna be one, Brazil or Australia for equator launch site for Zenit.
India could be also one, except the French give India there Ariane 4 hardware, What they dit in OTL.
USS-space agency will not find Partners in USA, because with new launcher ALS, US aerospace industry will defend there new market.

With Ariane 4 they dominated the Commercial Launch market after Challenger disaster, but in 1990s they ran into trouble.
The USS was pushing aggressive on the launcher market with low cost Soyuz and Zenit 2/3, while the US Aerospace returning into Launch business with Atlas III, Titan IV and Delta 7000/8000 !
in 1980 had French CNES Idea for Mini space Shuttle Hermes, in begin a Mini glider like Dyna-Soar, to be Launch with a Ariane 5R: Ariane 4 using two cryogenic upper stage.
until 1985 Hermes became veritable Mini Space shuttle with Payload bay, robot arm and Hatch for EVA, but to heavy for Ariane 5R,
So they change design: the Ariane 5P with 2 large SRB and huge cryogenic core stage. so the voluntary R&D program on Ariane 5 began.
After 1986 Challenger disaster, Hermes had to be re-design, with cockpit as escape pod. Making it more safer and heavier: 25 tons.
The Ariane 5 had to be redesign for the bigger payload and make it 100% manned-rated. So the R&D cost on the two programs began rising higher and higher,
Then in 1990 the Design was frozen for construction:
it feature Two solid Booster P241 with 241 tons solid fuel, a large core stage H220 with 2 x HM-60 engine and 220 tons Hydrogen / oxygen, last one super cooled to reduce volume.
As third stage the L6, with one aestus engine and 6 tons storable fuel MMH/NTO.

Then in 1989-1991 the World was turing upside down, after 44 years the Germans find there self united.
The German reunification process cost billion of Deutsche Mark. So they only commit money to running ESA programs like the Columbus Lab or Ulysses.
But during the new German election in 1990, candidate Canceler Helmut Kohl was assassinated by Adelhaid Streibel.

the Tanks for H220 were ready for testing, only the L6 stage had delay. CNES began makeshift change on the Ariane 5 design to save cost on remaining R&D and Launch cost.
The L6 stage was replace with a adapted H10 from running Ariane 4 production, with option for new Stage in the future. (the ESC A-B-C program).also the option to use 4 x P241 SRB for higher Payload.
Also consider the use of P241 SRB and the H10 for medium/small satellite launcher.
So on special meeting of ESA in Brussels on september 1993, Minister of Science vote for the Change and new financing on Ariane 5.
Other projects survived as join-venture, like Cassini-Huygnes or Champollion/Rosetta and Mars 16, Mars 17/Vesta.
During 1993 to 1996 the Ariane development shape up well, they could finish the P241 qualification after 7 test, so the remaining budget is spend on ESC-A.
Then on june 1996 the First launch of Ariane 5 "501" ended in disaster, the rocket veering off and break into pieces !
The reason was found fast: the flight computer used internal reference platform from Ariane 4, without adaption on Ariane 5 flight profile, what produce integer value overflow on the computer.
Test flight of "502" in 1997 show unusual rotation of core stage, because the nozzle cooling of the HM-60 produce sideway trust.
Flight "503" on october 1998, the Ariane 5 was at last qualified for commercial launches.

Aftermath:
it was for some time unclear why French government and President Jacques Chirac wanted so much the Zenit ?

MIR-2 station plans were postponed, until MIR had reach it maximum Lifetime around the year 2000 or 2005.

For Safety of Mir crew the U.S.S. Space agency used modified Soyuz spacecraft strip of Orbital module and modified docking system on return module
The rescue craft is brought by Shuttle to MIR and return for overhaul on next visit, later this is replace by the India manned spacecraft

Also they used the Hull of Energia/Zenit rockets for advertising space. was at first hilarious view, but became a normal business in commercial launch market,
until U.S.S. Space agency launch the first orbital Billboard! a unfolding 4 square km size sail in 200 km high orbit at 52°, based on abandon USSR Space mirror project.

with new instruments: VIMS a infrared spectrometer with 320 channels, it can scan the surface better as the PMIR with 9 channels.
the HRSC for better color picture of mars surface also in 3 dimension.
On october 1992 it was launch by the last Titan 34D, then august 1993 Mars Surveyor 2 enter Mars orbit, the next 3 months the probe get closer to Mars while the instruments are check true.
so November the VIMS start scanned entire Mars surface in 50 days, then probe lower it's orbit to 105 km to get closer look on the "Black Areas".
Located in Luane Palus, Memnonia, Argyre Planitia and Terra Sirenum
The Data show comparably in infrared wavelength absorption, similar to primitive plants like earth lichens, but the greater discovery was that the Black areas are made of Organic material !
since 1988 Mars Observer 1 had scanned the Mars over 4 Earth years and Mars Observer 2 gave additional data for coming years, while more and more spacecraft arrived on Mars.

Mars 14 & 15 the Phobos exploration mission were the last USSR probes, after there primary mission of dropping two lander on the Mars moon and be there communication relay,

The Ballon "Montgolfier" with 18 meter diameter, Was simplified version of CNES ballon, who stay in same altitude of 7 kilometer, with battery life of 20 days.
Adrift by wind in direction east, It confirm the atmospheric Hadley circulation on Mars, although it much faster (100 Marsdays) as on Earth (365 days)
The Ballon flew 4265 km over Mars surface and send sensational picture and Atmospheric data back to Earth, the Ballon was named after brothers Montgolfier who first ballon flight was 213 year ago.

Mars 17 Orbiter is equipped with Sensors from ESA, USS, India, it release the French Vesta probe and went in Mars orbit, it confirm independently the results of Mars Observer 2.
But the Probe found something else in analyst of Martian Atmosphere, it had change since the Viking landers, Mars Observer 1&2 and Mars 17 found Methane and oxygen and reduction of Nitrogen !
The amounts was on level of several parts per billion, the question was is this new and were it comes from, another indication for Life on Mars ?

In the mean time at NASA, JLP and AMES were looking for new Mission to Mars, with new rockets like Titan IV, Atlas III and Delta 8000 they could now launch much bigger probes to Mars.
and on wish list there was a Aircraft or Lander with new Biological experiments, a rover to explore one of the Black areas, even a sample return mission.
But there were technical problems and consideration about not harming the potential lifeforms, there were study who show that the Viking landing site could have be sterilized by it's engine exhaust!
JLP made a decision to send a Technical Demonstrator Probe (TDP) to Mars, with new landing system what used Airbags. equid with mini rover build by AMES.
The TDP Mission was heavy criticized by scientist, for it low scientific value and that will take to 1997 until NASA could send real landing mission to Mars.
TDP was relabeled Pathfinder: Mars by NASA Administration for a new series of Technical demonstrators probe during 1990s
Pathfinder: Mars made a successful landing on Mars, on 4 of july 1997 and like the Scientist fear, broth little scientific information, mostly on Mars geology like that Landing area was long time ago flooded with water.
during 77 days of lander operation, It's rover roles preposterous 100 meter around the lander, while Marsokhod move 4800 meter since it landed on mars,
While the people look on new Picture of Mars surface, were in US Media question rising: "Is that all NASA can do, while the U.S.S. Space agency and the french, breaking records here ?"
But the Nasa Administrator Goldin had already, before the launch of Pathfinder: Mars. order 3 new Mars missions: Mars Ballon mapping probes for 1997, two advance Athena Rover for 1999
and the option for the Mars Sample Return Mission beyond 2001.
in 1997 the next part of Mars race start , Nasa send Mars Aeiral Mapping (MAP) probes to Mars, while USS & ESA launch Mars 18 & 19 carry a heavier Marsokhod 2 and advance Montgolfier 2.
the Media labeled this as begin of the "Mars Race" and compare it with the cold war moon race…

Already in 1980s in NASA made division on Space probe: those for inner solar system get title Observer, while for outer solar system use title Mariner Mark II
And made allot of plans for new mission, for time the Reagan administration was gone.
With FREEDOM in orbit and with 5 Shuttle launch a year, NASA save US$ 1.4 Billion. to use otherwise.
While Mars got priority, other mission were proposed and those accepted: Pathfinder series of low cost Technical demonstrators probes:

Pathfinder: Mars - testing new landing system and prototype rover. landed in 4 july 1997 on mars work for 77 days.
Pathfinder: Eros - Probe to orbit the Asteroid Eros - reach target on june 27, 1997. orbit EROS for two years and even landed on it, on december 10, 1999.
Pathfinder: Lisa - Experimental probe with ion engine and new autonomy flight computer for comet and Asteroids flyby. launch in 1995
Pathfinder: Lunar - minimal cost lunar orbiter. launch 1998 ended it mission 1999, This Lunar mission was sensation about if finding of water ice on poles of the Moon !

The Pathfinder's pave the way for even ambitious Flagships probes: the Mariner Mark II
Probes for outer solar system, using a common design, hardware and software based on experience with Voyager, Galileo and later of Pathfinder: Eros and Lisa probes.
With hope of reducing the cost per probe to $400 million each,

but Congress imposed reduction in the program budget, so Cassini-Huygnes moved from 1995 to 1997. Hades in 2001 and Champollion/Rosetta moved to 2003 launch date,
and the other Mariner Mk II flights push to after 2004.

also was the Venus Orbiter imager Radar a old program from 1970s cancel under Reagan.
JPL try a low-cost approach on with Magellan proposal, a probe build from existent left over parts of Space Probes.
But the proposal died as needed parts, were use on Galileo and Mars Observer 1 modification.
but the VOIR reborn as Venus Observer and it common build Mercury Observer based on Mars Observer hardware.
again a cost reducing procedure, the European and USS join the Venus / Mercury Observer with sensors.
Venus Observer arrived april 1996 it Venus polar orbit and while it instruments are check true
the biggest one is Venus Radar system VRS is revolutionized the view on Venus surface.

while launch a month after Venus, Mercury Observer needed longer way, first solar orbit with fly-by at Earth toward Venus there Fly-by toward Mercury itself
and even there the probe made three fly-by on Mercury, before to get in orbit around planet in 2002.

i had launch a Mariner mark II probe "Hades" to Pluto see part Part Thirteen b.
now Mariner Mark II is similar to Cassini probe with weigh of maximum of 6500 kg (used on Champollion/Rosetta.}
that would 3200 kg fuel not needed on Hades.
but what for additional scientific payload could be install on Hades ?
the bus can carry 338 kg on instruments and additional 338 kg for drop probe (similar Cassini)
note New horizon carry only 31 kg payload

any suggestion what Hades could carry to Pluto or beyond ?
