Well, North Korea is a good OTL example.
If Pakistan comes under the control of a radical Islamist sect, that could very well constitute a rogue nuclear power. Likewise if the hardline Hindu nationalists of India take power in their country.
France is known for its political instability. It wouldn't be too much of a stretch for a radical regime (either Communist of hardline nationalist) to rule France.
Russia would, if it weren't so powerful and significant, be considered a rogue state OTL - it has seized and annexed large chunks of neighbouring countries.
