It feels like the original (correct) borders were there but someone decided delete a bunch in Africa and Europe and draw new ones.

The borders have a different texture or whatever the right term is. Are darker and more distinct compared to real ones.

Oh, my first idea was that they accidentally picked a late medieval map of Europe and North Africa including a rump Byzantine Empire and Mega-Hungary and combined it with a modern map of the Americas.

However, your idea of passive-aggressive map makers is certainly also possible.
