Personally, I think Herr Doktor Kissinger would have made an outstanding West German foreign minister.

Hardly. He was a university professor, a inside man, not someone with carisma to win a presidential race. IMHO

His only real chance at getting the Presidency would be through the Vice-Presidency. If eligibility weren't an issue, I could easily see a President who is perceived as a bit weak on foreign policy experience deciding to add Kissinger to the ticket. Then all we need is an assassination/accident/pretzel/whatever to put Kissinger in the Oval Office.

He was not a popular public figure, not did he go out of his way to make himself one, unlike a potential Schwarzenegger candidacy.

What Henry Kissinger have you been reading about? He was a huge media whore, extremely popular, and even became something of a sex symbol.
