On May 10, 2013, the final component of the skyscraper's spire was installed, making the building, including its spire, reach a total height of 1,776 feet (541 m). Its height in feet is a deliberate reference to the year when the United States Declaration of Independence was signed. However, it's opening would be considerably delayed due to the Great Panic that occurred in the spring of 2013. The building considerably needed maintenance, repair, and overhaul following the Road to New York campaign. It finally opened on February 5, 2027, 13 years after its projected opening.

A group of Ukrainian Neo-Nazi militiamen of the National Socialist State of Ukraine, circa 2016. The National Socialist State of Ukraine was a short lived state that had existed in Eastern Ukraine during the course of WWZ, and the Neo-Nazis that both ran and fought for it believing that the Solanum Virus was part of Jewish Plot for World Domination. The country's government and it's military was formed from the Ukraine's pre-war Neo-Nazi and Far Right organizations. Anyways many of them would end up either being killed by the Zeks while some of them would end up joining the hordes. By 2019, the NSSU would be defeated by the Holy Russian Empire and it's surviving leaders would be executed by the Russians.

Automated weapons were considered effective against zombies since the Zeds tend to ignore them but the downside is they cannot tell the difference between a living survivor and an undead specimen. Ten years later as emphasis on drone warfare was put into priority, defense contractors have developed a way for automated weapons to target zombies instead of live humans.
