Around 1895, there was a union between the three Central American states in the title. However, they broke apart around 1898.

Is there a chance to get them to stay together, or to even create the old USCA?

Yea, just avoid the General's coup. It would probably grow to be all of Central America in time (except Panama). It could have bad luck later and implode though.
