In the early-'90's in Germany, a pro-monnarcy and a communsit party gains control of the German government and a civil war ensues. By 1998, Germany is split into the People's German Empire (Deutsches Reich der Volks-East Germany), Federal Republic of Bavaria (Bundesrepublik von Bayern-American post-war zone), Empire of Saxony and Westphalia (Reich von Sachsen und von Westfalen-British post-war occupation zone) and the Republic of the Palatine and Rhineland (Republik der Pfalz und des Rheinlands-post-war French occupation zone). Could this be done?

Only if you change the history of Germany from at least the 1920s onwards. Monarchists have not had significant support since the 30s, and the only credible contender would not touch the job with a ten-foot pole. A Communist challenge to state authority could have emerged in the west if the economy had not taken off in the 50s and 60s, but it would have had to happen before 1960-65 in order to have any chance of becoming more than a blip. You would also have to change the makeup of the west German military - more 'old guard' officers, maybe remove national service and go to an all-volunteer footing by 1960.

Germany right now is wealthy, fairly democratic, technocratic and most of all a nonmilitaristic, risk-averse, peace-loving and stability-happy country. If you can create a poor, highly politicised, demagogic, desperate and fanaticised Germany like you had in the late 20s and 30s, yes, then I could see it. But you would need a very early divergence point.
