Looking for Winston Churchills' AH story

Anyone know a good place to find Winston Churchills' story where the South wins the ACW and in the twentieth century there is a League of English Speaking Nations or some such? I read it years ago and cant remember the name of it even..
 
As one can see, Churchill's biases really do show in that story.

On the bright side, you can list him as an early writer of ASB alternate history.
 
Its a splendidly written essay with interesting insights into the domestic British response to the American Civil War although rather implausible-it seems to be almost certain that it'd be the Confederates not the Union that would go to war against Spain considering the Confederate desire for Cuba. Not sure how serious Churchill was, but his views on Reconstruction appear to have been more or less driven by the Birth of the Nation-Lost Causer school of thought.

That was very much the mainstream view in the UK when Churchill was growing up in the late 19th century, at least among his social class. I was reading a book about it the other day and it made it clear that it wasn't really until the 1920s that people started reconsidering that maybe the side with all the slaves might be the bad guys. (To take one example: there are two Sherlock Holmes stories, one which has the KKK as evil bad guys and the other of which has the Mormons as evil bad guys. Nowadays the first is uncontroversial and the second is controversial: at the time they were published, it was the other way around).
