How different would Europe have been if Carthage had won the Second Punic War?

This is an interesting question, I think, and I'm quite interested to hear what people have to say.

Firstly, do you think Rome could have possibly recovered from being defeated in the Second Punic War to dominate the Mediterranean as they did?

If you don't think they could, ignoring all the indirect consequences (i.e. the influence they had on the forming of medieval nations, language, etc.) as they are simply too numerous to count, what do you think Europe would have been like if Carthage had won the Second Punic War?
