History
In the past, Germany was made up of several tribes which resisted Roman Rule(The name Germany comes from Germania, a term for non-Roman). In the Middle Ages, the land was populated by independent Kingdoms, the most famous of which is likely that of Schneewittchen(Snow White), who was cursed into a deep sleep by the evil Queen Grimhilde. There are also tales of the Witch Frau Totenkinder, who lured children to her home made of candy. These Kingdoms were folded into the Holy Roman Empire under Charlemagne. Then the temporally displaced town of Grantville was transported from North America in 2000 to the year 1632 into the heart of the Holy Roman Empire and went on to form the United States of Europe(1632) which would eventually be dissolved by Napoleon when he conquered most of Europe. By this point all of the future inhabitants had died out and the technology had become more widespread. Germany was united under Otto Von Bludiron(Meccania, the Super State), defeating France in 1871 and cementing its status as a world power.
Germany suffered only limited damage from the 1898 Mollusc Invasion, but regardless was among the main powers along with Britain, America and Japan, to fund an expedition to Mars in order to enact revenge, led by inventor William Hattison(Thomas Edison’s Conquest of Mars, replacing Edison with Hattison from a Conspiracy of Millionaires). The invasion injured and killed Martian races that were not involved in the invasion such as the Sorn and Barsoomians. The force was defeated by stranded Earth Man John Carter, who revealed to Hattison and the expedition that the Molluscs were not native to Mars and had in fact invaded and been driven off Mars by Carter’s forces before attacking Earth(League of Extraordinary Gentlemen, Mars: The Home Front). Hattison was returned to Earth defeated.
Without a common enemy, and now with more advanced technology, tensions grew between the Earth Bound nations. Germany was the first to break the piece in 1901 when it invaded US territories demanding an end to the Martin Doctrine(Alt-Monroe Doctrine named after Benjamin Martin from The Patriot instead of James Monroe). The attack was badly timed as President Henry Fleming was assassinated and succeeded by Vice President John Norton(Mocked as “Heeza Liar”, by his critics, a name he adopted). Germany devastated the East Coast, bombing New York while Japan, which had conquered China( American Propaganda portrayed the invasion with China and Japan as allies), attacked the West Coast including destroying San Francisco. Germany was pushed out of America while Japan was defeated when The floating City of Columbia, which had declared its independence from the US in 1898, joined the war on the US side in order to fight the “Foreign Hordes”. In Europe, Berlin was devastated by Britain and France, who also saw devastation In London and Paris. Germany was forced to capitulate after the death of invasion leader Prince Karl Albert. As part of the reparations, Germany rebuilt New York into the City of Metropolis, a futuristic city designed by Engineer Karl Rotwang, who also rebuilt Berlin into a similar city. Germany would go on to fight in the Great War in 1914 and be humiliated in the treaty of Versailles.
In 1927, the abused workers of the Berlin-Metropolis rose up to overthrow the cruel government, among them Adenoid Hynkel, who usurped the role of the leader of the Worker’s Party from Freder Frederson, a member of the elite class who gained sympathy for the working class. After the revolution his relations were discovered and he was removed from power.

Our swap out for Hitler. Hynkel was born in 1888 as Adenoid Shickelgruber before changing his name. Due to the machinations of the cult of Oliver Haddo, known as the Seven, he was conceived on the night of the first Jack the Ripper murder. The ritual led to a being known as the Broodseven-Sub-Two-Raksha entering his body. As a child a time traveller abducted him and leaped into a river while his parents were away. However, the nanny stole an infant from a poor jewish woman and passed it off as the real Adenoid before his parents returned and this became the one known to history, while the original Adenoid survived, being adopted when the woman was found dead but the infant alive, growing up to be a Jewish barber. The Broodseven-Sub-Two-Raksha leaped bodies back to the new “Hynkel”. Hynkel’s jewish origins and the identical jewish stranger would be at risk of exposure on several occasions. Hynkel, as a youth wanted to be a painter but was turned down many times. A friend of his, Jenny Sparks, suggested he try going into politics. After serving in World War I, Hynkel joined the Nazi party, which had been infiltrated by the Brotherhood of the Lamb, of which two of Hynkel's lieutenants, Kemmler and Garbitch, were members. Hynkel would seize power along with other workers following the 1927 Metropolis uprisings and he would rise to replace party leader Freder Frederson as "The Fooey" in 1934. Hynkel's rise to power is said to be influenced by the Broodseven-Sub-Two-Raksha and the use of a microphone which was actually an SCP that allowed the speaker's voice to control those listening to it.
Canonically, Hynkel allies himself with Benzino Napaloni of Italy and Emperor Yoshiro of Japan. He has various ploys, including an effort to place Aviator Ted Scott in power in the US. In 1939, he invaded Arztozka, starting World War II. He also made a pact with Fearless Leader of the Soviet Union. In 1940, Hynkel was briefly replaced by a jewish look alike, buying time for many to escape his wrath, including the Von Tapp family. Hynkel as the war raged on became more and more paranoid, relying on secret projects like the Ubersoldier program, summoning saxon warlord Heinrich I, searches for the Ark of the Covenant and the Holy Grail, Nuclear Bomb technology from Ixania, and the extermination of Concentration Camp prisoners to fuel a ritual to mind control the Norse Pantheon. Hynkel has shrugged off many assassination attempts such as Operation: Valkyrie and one which appeared to succeed by the Inglorious Basterds destroying a theatre playing the Propaganda film Nation's Pride, but seemed to have been a double supplied by his magical ally Grindelwald.
It is unclear how Hynkel died. He is said to have retreated to a bunker, and gone insane, ranting about strange things which he'd viewed from the future. He is also believed to have retreated to Mandoras with other Nazis. American Sergeant Frank Rock, and the vigilante Batman are said to have tracked him down there and killed him, discovering he was actually the Devil, though this was possibly a Demon illusion. He is also alleged to have waged a secret occult war until his death at the hands of Hellboy in 1952. Some accounts say his brain was saved after this, or that he acted as a supervillain leading the Knights of Nordica under the name "The Hate Monger" until his death. These accounts may have some truth to them as Dieter Vogel was revealed to have been cloning Hynkel until this was stopped in 1975. It is generally believed Hynkel died by at least 1974 as the Broodseven-Sub Two-Raksha had left his body by then and did not inhabit a clone.
Hynkel's influence is still felt today. The 1968 broadway smash hit Springtime for Hynkel became a success despite its subject matter. In 2003, German Chancellor Martin Shormann let in six million jews back into Germany to make up for the Holocaust committed by Hynkel, and in 2011, Hynkel somehow returned to life and attempted to become the leader of the European Union.
Heinrich Kemmler
Kemmler is a very powerful sorcerer. Something taken from both the Dresden Files and Warhammer 40k(which features a necromancer named Kemmler, though that would be a future setting here). Kemmler here was finally defeated by a massive magical army in 1961 with a group consisting of Albus Dumbledore, Yen Sid, Prospero, the Watcher's Council, Hellboy, the SCP Foundation, the White Council and others. This is due to The Dresden Files making it clear that he is one of the most powerful Necromancers of all time and so it would understandably take a lot of power to take him down. Fortunately in this altered setting he is not nearly as powerful yet, allowing him to be killed just a bit easier.
Hermann Herring(The Great Dictator)
Not much to say as he has a brief appearance. We can assume he is simply Goring under a different name.
Wilhelm Klink(Hogan’s Heroes)
As mentioned before the idea of making Klink the democratic leader comes from a way to justify how Klink is portrayed in crossovers, such as his cameo in the 66' Batman series and The Simpsons were Homer has been sending him letters. Therefore he took a "Know nothing" approach.
Freder Frederson(Metropolis)
Frederson is from Fritz Lang's Metropolis. His inclusion makes that film's ending a Pyrhic Victory. In the film, he is a member of the upper Class, the son of the the City's master Joh Frederson. He lives a hedonistic life until he sees the struggling poor workers and falls in love with one of them, a girl named Maria. After sneaking below in disguise and taking the place of a worker. Their cause becomes his cause. However, the film implies he will serve as a mediator to the government and the workers. In Universe, his backstory is both an advantage and a disadvantage. He was born a member of the wealthy class, so he is criticized for this, but at the same time he has also worked alongside the working class. Here he is roped into the Communist side due to his Pro Worker's affiliation. He has been removed from power by Hynkel's rise as the new leader of the Worker's party, now the Nazi party and seeks to reclaim his old position as he does not trust Hynkel.
Gunther Von Kluge/Johann Schmidt(Marvel Comics)
Schmidt was a bellhop in a hotel when Hynkel visited and vowed to turn a random employee into the greatest weapon the Nazis had, dissatisfied with the then current efforts of Nazi scientists to create super soldiers. As it happens Schmidt was a very dangerous man. His face transformed by an experimental super soldier serum created by Dr.Abraham Erskine. Schmidt now plans to overthrow Hynkel. In the Canon, Schmidt follows his MCU counterpart a bit more closely than his comic counterpart.
Augustus Von Mackensen/Baron Friedrich Munchausen(Baron Münchhausen)
Baron Munchausen, based on the exaggerated tall tales of a real figure's military service during the Russo-Turkish War, the fictional Munchausen has ridden on a flying cannonball, travelled to the Moon, and been swallowed by Sea Monsters multiple times. He has also in one account been granted immortality, as well as being known to have cheated death multiple times. He even according to one account encountered an Astronaut on the Moon. However immortal he may be, it's possible, for someone in search of him, to find him, and recruit his help in overthrowing Hynkel. Should he succeed, he's unlikely to remain in power and would sooner give it up to go on more adventures. Munchausen was chosen because Mackensen has a type of "Awesome meme presence" with his Prussian outfit, distinctive hat, and mustache. Munchausen is the closest fictional character I could think of. He's an old Prussian(even more so since he's hundreds of years old). Has a nice hat, a moustache, and does insane things all the time.
Wilhelm II/The Inca of Perusalem(The Inca of Perusalem)
in 1901, Germany attempted to invade the United States. Despite the death of President Henry Fleming and assumption of the Presidency by John Norton, Germany was defeated and in the aftermath, the Kaiser was removed from power, replaced with Wilhelm III as a puppet ruler. No one quite knows what became of Wilhelm II after he lost his position, but it seems that he travelled to the nation of Parador and to the long standing Incan civilization(Which in this setting due to the inclusion of Tremaire, repelled the Conquistadors with Dragons).Possibly giving into madness, he returned as the self proclaimed Inca of Perusalem. Remaining a powerful figure, Wilhelm II may just make his long awaited comeback. He is represented visually by Christopher Plummer, who plays him in the film The Exception.
Wilhelm III/Friedrich I(Richard III adaptation)
The former Puppet Kaiser, Wilhelm III is now in the same boat as his father. However, he intends to mount a return to power. While he originally wished to take the name of Wilhelm III like his father, the perceived shame to the family has changed his mind. He now wishes to be known as Friedrich I. This is likely due to Frederick the Great having an unknown stand in replacing him. Because Wilhelm III lacks much Fictional presence, fantasy casting, specifically Ian McKellen's Richard III, which shifts the Shakespeare play to 1930's Fascist Britain with Nazi iconography, is used here. It's another "Third" and evokes his "German Puppet King" status.
Victoria/Snow White(Based on 1937 Snow White)
The daughter of Queen Victoria and the Princess of Germany. While she would have been named after her mother, instead she was named after a Medieval Princess famous for being placed under a curse and awoken by the kiss of a Prince. She is quite popular in Germany and even Hynkel is a fan of her, often seen drawing her during meetings. Also I think she should be included for the Joke value alone. Who wouldn't want to be able to say, they won World War II as Snow White? She is a reference to how Disney’s Snow White was immensely popular in Nazi Germany with Hitler being a big fan and doodling the characters as mentioned.

Should he succeed, he's unlikely to remain in power and would sooner give it up to go on more adventures. Munchausen was chosen because Mackensen has a type of "Awesome meme presence" with his Prussian outfit, distinctive hat, and mustache. Munchausen is the closest fictional character I could think of. He's an old Prussian(even more so since he's hundreds of years old). Has a nice hat, a moustache, and does insane things all the time.
Wilhelm II/The Inca of Perusalem(The Inca of Perusalem)
in 1901, Germany attempted to invade the United States. Despite the death of President Henry Fleming and assumption of the Presidency by John Norton, Germany was defeated and in the aftermath, the Kaiser was removed from power, replaced with Wilhelm III as a puppet ruler. No one quite knows what became of Wilhelm II after he lost his position, but it seems that he travelled to the nation of Parador and to the long standing Incan civilization(Which in this setting due to the inclusion of Tremaire, repelled the Conquistadors with Dragons).Possibly giving into madness, he returned as the self proclaimed Inca of Perusalem. Remaining a powerful figure, Wilhelm II may just make his long awaited comeback. He is represented visually by Christopher Plummer, who plays him in the film The Exception.
Wilhelm III/Friedrich I(Richard III adaptation)
The former Puppet Kaiser, Wilhelm III is now in the same boat as his father. However, he intends to mount a return to power. While he originally wished to take the name of Wilhelm III like his father, the perceived shame to the family has changed his mind. He now wishes to be known as Friedrich I. This is likely due to Frederick the Great having an unknown stand in replacing him. Because Wilhelm III lacks much Fictional presence, fantasy casting, specifically Ian McKellen's Richard III, which shifts the Shakespeare play to 1930's Fascist Britain with Nazi iconography, is used here. It's another "Third" and evokes his "German Puppet King" status.
Victoria/Snow White(Based on 1937 Snow White)
The daughter of Queen Victoria and the Princess of Germany. While she would have been named after her mother, instead she was named after a Medieval Princess famous for being placed under a curse and awoken by the kiss of a Prince. She is quite popular in Germany and even Hynkel is a fan of her, often seen drawing her during meetings. Also I think she should be included for the Joke value alone. Who wouldn't want to be able to say, they won World War II as Snow White? She is a reference to how Disney’s Snow White was immensely popular in Nazi Germany with Hitler being a big fan and doodling the characters as mentioned.
Since this is the second time its been mentioned I thought I'd share notes on what should be included in a Post Apocalyptic US, Circa 2099 so it will be easier to build ideas around it.
America
Mega City-One. Occupies what was once Metropolis and other nearby areas as a giant city ruled by the Judges and the Chief Judge, who rules from the Hall of Justice(built over the old one used by the Justice League). The Judges employ a precrime system to arrest people before they commit crimes. They have some opposition. They allowed the company Alchemax to expand unchecked, which leads to opposition from the hero Spider-Man of the current year 2099, which the Judges view as a criminal. One event likely leads to Captain America reviving and taking over Mega-City One to provide a democratic option(Which Mega City-One once outright voted against adopting). I imagine it is otherwise led by a now Chief Judge Dredd.
Panem from the Hunger Games occupies one area with its districts. Smaller than advertised. The Revolution has likely already begun so think post book 2 or movie 2 time wise. This is so district 13 holds the rebellion, all major characters are present including President Snow.
Washington DC to make room for Fallout is open and fought between factions, Second United States, Brotherhood of Steel, and the Enclave as well as others.
While Zombies can be a hazard anywhere. In the South in areas like Georgia, Warlords have taken power somewhat. The main three though for simplicity sake are the Governor, Negan and a less evil group led by Sheriff Rick Grimes, all from the Walking Dead. Humans have also resorted to cannibalism as in the novel The Road.
The Last of Us is on the note of maybe as I want to include them somehow. Maybe the Fireflies are attacking Mega City One and have a base out in the country while the Cordyceps are connected to the Zombie Virus. To add stakes, Ellie is immune to all types of Zombie viruses, making her more important.
Intelligent Apes from Planet of the Apes have formed a society in not yet established parts, likely led by Dr.Zauis, The destruction of the war causing the Statue of Liberty to break and wash up on a distant shore.
Chicago is controlled by the Bureau of Genetic Welfare, which is running experiments and separating people into classes. As seen in the Divergent series. They are likely allied with either the capitol or Mega-City One.
Likely nearby is the WCKD from the Mazerunner series, which is performing experiments on those immune to the Flare Virus(what they call the Zombie Virus). Location isn't specified but I imagine the capitol doing this. If Ellie from the Last of Us is captured by WCKD she is sent into the Maze. Joel would possibly try to save her on his own or form an alliance with another faction.
Not a land but characters from the Film Z for Zachariah are somewhere on the East Coast near a hydro electric dam. Ann Burden, Caleb and John Loomis. Loomis will murder Caleb if too much time passes without them being found. It depends on who finds them.

Thacker can be convinced not to kill Burton and even warns him he will try to do so, preferring to kill him in a duel like fashion and in the film hesitates to kill him unarmed. Burton is an engineer. Thacker may join the Judges in this case. In this case this is likely flavor text or with Burton in the engineer spot.
Fort Repose, from Alas, Babylon, a town in central Columbiana(Florida from Pioneer, Go Home), serves as a positive bastion of military power and houses survivors

The Town of Boulder, Ambarino(Colorado stand in from Red Dead Redemption), houses the religious and kind Mother Abigail from the Stand, a hundred year old woman who brought survivors there with visions of her. She sees herself as Randall Flagg's polar opposite, though is growing frustrated at no longer hearing God.
Deseret(Utah) has the Holnists, run by General Bethlehem. Which include a small town run by sheriff Briscoe. One mysterious stranger entered town posing as a postman and now there’s wanderers traveling the wasteland acting as postmen themselves and delivering news across the US. From the film and novel the Postman.
In New Mexico is the Albertian Order of Leibowitz, from A Canticle for Leibowitz. Isaac Edward Leibowitz was an jewish engineer who became a monk after fighting in the war before the nukes fell. One of his main goals is to counter nations that book burn by preserving them.
New Paradiso(name for Las Vegas in Destroy All Humans!) and the Mojave Desert is ruled jointly by the demonic religious leader Randall Flagg( who wears the smiley pin once worn by the murdered vigilante the Comedian on his jacket), and Dr. Robert House, a billionaire in charge of trade barely keeping himself alive and searching for a lost chip that could help him. Naturally both plan to betray each other. House hasn’t done so yet because he doesn’t understand Flagg’s dark magic and Flagg isn’t afraid of House.

Advanced Futuristic Houses from the Ray Bradbury short story "There will Come Soft Rains" which shows a house still functioning and not realizing the family inside died in a nuclear war ("Mr.Peterson your going to be late for work?...Mr.Peterson?...Mr.Peterson must not be feeling well today...preparing chicken noodle soup). The original house is in Allendale, California though there may be more than one. They could either mistake a survivor or survivors for the owner and thus provide them with living accommodations or try to kill them, though either way I see these as just appearing in flavor text.
The New California Republic I was thinking of making John Connor its leader as that spot is largely open if we are around its founder. SKYNET is also close by. I Imagine that while time travel does exist from the perspective of the resistance those sent never return and there's no change for them. To justify how John Connor is still alive I imagine flavor text explaining how like the cliffhanger of Terminator: The Sarah Connor Chronicles, a young John Connor was pulled forward in time when he fell through a portal when a Terminator attacked him. He only postponed Judgement Day, albeit to 2077 instead of 2003. Now stuck in the future, he grew up and is now an adult fighting SKYNET.
Los Santos(Los Angeles from Grand Theft Auto) is overrun by Mutants and Vampires with a survivor working on a cure. Based on I am Legend. I had the idea of making three men working on the cure based on the three adaptations of I Am Legend. Resembling Vincent Price(The Last Man on Earth), Charlton Heston(The Omega Man), and Will Smith(I am Legend). The player's goal is to rescue at least one of them as all three canonically die, or at least get the cure to vampirism from them.
Alcatraz Island, possibly protected by the New California Republic, houses a group led by a man named Lombardi which like Leibowitz is bent on preserving culture from the old world. Eli and Solara are on their way there pursued by the warlord Carnegie though I'm not sure where to place his faction. Eli is carrying the Bible in Braille to preserve it as its likely the only copy left. All from the Book of Eli.

UK: Currently Sir George Brown(Vile Bodies) is leader but I might swap him out for Sir Arthur Chavender(On the Rocks: A Political Comedy), as he actually has a possible portrait. Brown is from a book while Chavender is from a play.
Canada: Canuck is basically the Canadian equivalent to Uncle Sam.
British Malaya: Somehow slipped forgot about it. I think I'll make this Pepperland(Yellow Submarine) and make its leader Sergeant James Winston Pepper(Sergeant Pepper's Lonely Hearts Club Band). Not only is their the album, and the animated film but the 1978 film for possible portraits.
France: Tough one as there aren't that many direct parallels or fictional French Leaders in general. Pierre Brossard is however based on the real life Paul Tovier and in a 2003 film adaptation of the book was played by Michael Caine, giving a potential portrait of a younger version of the actor. It didn't feel right given someone like Arsene Lupin a role since they would need to operate under the Nazis.
Arztozka: Ubu Roi was an 1896 play known for its surrealism. Roi could possibly still be alive though the portrait would be bizarre, possibly a wood carving or surreal drawing of something barely resembling a human.
Austrania: Wasn't committed at first but what sold me to this idea was the leader of Belgium in the base game Hubert Pierlot, which sounds like a parody of Hercule Poirot anyway. I'd prefer if we need an actor to go with the David Suchet over the Kenneth Branagh version.
Netherlands: Might be a stretch but the Van Helsings are Dutch in origin. Plus it could open a focus path of declaring War on Transylvania, led by a certain famous Count. A "War on Horror" if you will. Note that in this canon, this Would be Abraham Van Helsing II, the original having fought the Count in the 1890's as per the original novel. This would be the 1930's version from the Universal film in my mind.
Republican Maestrazgo: Robert Jordan was an American Volunteer soldier In the original. He is also this world's equivalent to Ernest Hemingway, being a writer on the side and written by the man himself as a stand in for his own experiences. One possible dark reference is him taking his own life in much the same way. Another possible one is alluding to Hemingway's friendship with F.Scott and Zelda Fitzgerald in him referencing he was friends with Jay Gatsby or Nick Carraway. There's been a few adaptations to draw an appearance from but the most famous version has Jordan played by Gary Cooper.
Southern Isles: Would technically be very young at this time given his canonical birth year but honestly I ran into some difficulty as I felt pulling from Hamlet, or Hans Christian Anderson, or Beowulf would feel wrong, at least as a starting leader. I'm down for later flavoring with a King being haunted by the ghosts from Hamlet and so on.
Arendelle: I had to make Arendelle have someone with Ice Powers. Now Elsa would be a bit too far back in time, but I thought here we would have at least a Snow Queen present, likely much older. The name Jadis is here to imply she is also the White Witch from The Chronicles of Narnia, waging war there on the side. Another possible real name would be Ingrid from Once Upon a Time, or Lumi from Fables.
Luggnagg and Glubbdubdrib: I'm going with the idea that the Philippines are made up of lost islands, particularly founded by Gulliver and maybe called the Gulliver Islands for short. Well hypothetically one of those would be Brobdingang, where Giants reside. One of those Giants?...you guessed it. Paul Bunyan. Who here returned to the land of his birth. I also considered a leader from the Land of the Houyhnhnms, but in this setting they likely teleported their land to another universe to avoid being colonized, where they became the Land of Equestria and wouldn't be around anymore.
India: Similar events to League of Extraordinary Gentlemen Volumes 1 and 2 played out except with the main difference that like in War of the Worlds: Global Dispatches, India went independent and Captain Nemo chose to return to his homeland and revive the royal family. His Death in 1936, living longer than his 1910 death in The League of Extraordinary Gentlemen series parallels the death of George V in the base game.

Arendelle: I had to make Arendelle have someone with Ice Powers. Now Elsa would be a bit too far back in time, but I thought here we would have at least a Snow Queen present, likely much older. The name Jadis is here to imply she is also the White Witch from The Chronicles of Narnia, waging war there on the side. Another possible real name would be Ingrid from Once Upon a Time, or Lumi from Fables.
Luggnagg and Glubbdubdrib: I'm going with the idea that the Philippines are made up of lost islands, particularly founded by Gulliver and maybe called the Gulliver Islands for short. Well hypothetically one of those would be Brobdingang, where Giants reside. One of those Giants?...you guessed it. Paul Bunyan. Who here returned to the land of his birth. I also considered a leader from the Land of the Houyhnhnms, but in this setting they likely teleported their land to another universe to avoid being colonized, where they became the Land of Equestria and wouldn't be around anymore.
India: Similar events to League of Extraordinary Gentlemen Volumes 1 and 2 played out except with the main difference that like in War of the Worlds: Global Dispatches, India went independent and Captain Nemo chose to return to his homeland and revive the royal family. His Death in 1936, living longer than his 1910 death in The League of Extraordinary Gentlemen series parallels the death of George V in the base game.

For Star Wars the Clone Wars fans, I see him as the Pong Krell of this Universe, in contrast with Louis Renault from Casablanca, who becomes the Charles DeGaulle.
Nationalist Maestrazgo: I know Valentin Vidal is lower ranked in his film debut(and dies) but I felt I couldn't pass up the beauty of the name similarity between Francisco Franco and Valentin Vidal.

1924: Time traveller Jacob Barnhardt kills Adenoid Hynkel shortly after he was released from Prison(Command and Conquer: Red Alert). Soviet Agents of Fearless Leader abduct the 10 year old Clark Kent and murder his adoptive parents. By contrast around the same time, Bruce Wayne's parents are never murdered
1927: Without Hynkel, the oppressed workers rise up as Communists led by Freder Fredersen(Metropolis) in 1927
1930: Germany becomes Communist and an ally of Fearless Leader(Red Flood, Titanic: Adventure Out Of Time). The Soviet Union, without a distraction from the Germans, aids Communist China in repelling Japan's invasion and seizing control of the country. This caused Japan to grow a hatred to the Soviet Union and the US alike as both prevent their empire from expanding.
1938: A Martian Invasion on Earth occurs. Superman repeals it in the Soviet Union but the US Army is forced to turn to Lex Luthor for help. He defeats the Martians with a chemical weapon and is hailed as a hero(Superman and the War of the Worlds).
1941: President Craig Stanley(The President is Missing) dies in Office of a stroke. His Vice President Mike Thingmaker(Mess Mend), who has communist sympathies. Succeeds him. One of Thingmaker's actions would be exchanging Nuclear secrets with the Soviets(For All Time). During his term the Pacific War between Japan and America breaks out. The War is long and bloody.
1945: A Military Coup prevents Emperor Yoshiro from surrendering and several cities are devastated before the Emperor is rescued and restored to the throne(1945, Decisive Darkness). This momentarily chaotic distraction led the Soviets to take Hokkaido(For All Time,The Place Promised in Our Early Days).
1946: Japan surrenders and begins to turn to Democracy, but many such as the Emperor Yoshiro himself believes Japan fell only because of the coup(1945).
1948: Republican John Lindsay wins the US Presidential Election(For All Time).
1950: World War II breaks out as the Allied Forces of the US, Britain, and France vs Germany and the Soviet Union. The Chinese invade and take all of Hun Chiu(Red World). The Soviet Superman proves to be a difficult force, stronger than most allied Superhumans. Lex Luthor creates a clone from his DNA but their battle destroys London and the clone dies trying to stop a nuke from going off accidentally in the city(Superman: Red Son). This action leads the UK to gravitate towards a fascist Dictatorship under IngSoc(1984, though I may have the Insoc Government last much longer here). Frank Carlson, a former British Secret Service Agent who opposed IngSoc politically is assassinated(Titanic: Adventure Out Of Time). At some point(possibly during the Italian Campaign), Superman likely discovers Themyscira and meets Wonder Woman. She becomes an ally of the Soviet Union and forms an attraction to Superman. Meanwhile Hal Jordan is taken captive while fighting in Hun Chiu and tortured until the war's end(Superman: Red Son). Benzino Napaloni is overthrown and the Italian People's Republic is declared(Crosstime Traffic).
1953: World War II ends in a Soviet Victory in Europe. However American reporter Lois Lane and Soviet member Kane reveal to Superman the atrocities committed by Fearless Leader. Superman kills Fearless Leader and assumed control of the Soviet Union, working towards shift it towards more lenient policies. This includes allowing the Romanovs back into the country. The US takes advantage of this to implement a double agent, Alexander Romanov, into the country. A member of the Royal family that fled to the US. The Grestin Pact is formed.
1956: Blamed for losing the war, The Republican Party is voted out of office and Democrat Merkin Muffley wins the Presidency. Senator Johnny Iselin becomes popular for rooting out Communist agents. He is in reality, a communist spy himself removing potential enemies.
1959: Merkin Muffley has a heart attack when it is revealed that most of the Democratic Party was infiltrated by Communist agents including several close friends such as Senator Johnny Iselin. He is replaced by Harley Hudson(Advise and Consent). Abin Sur's ship crashes in America and is studied by the government. Lex Luthor and other scientists reverse engineer its power to create a Green Lantern Army Corps of their own with Hal Jordan being the first drafted. Other members include Guy Gardner and John Stewart(Superman: Red Son).
1960: Harley Hudson dies in a plane crash, near election time, putting more pressure on the candidates. As a sign of goodwill, both candidates agree to run under one platform consisting of California Governor Ted Jason and Temperance Senator Orrin Knox. Knox wins but an Assassin opens fire and kills Knox with Jason ascending to the presidency.
1962: President Jason proves too weak to deal with the Soviets, easily caving into the Soviets placing missiles in Tropico(Red World). Once he's realized what he's done, Jason commits suicide(Advise and Consent). Vice President Richard Monckton succeeds him.
1964: Richard Monckton is assassinated(Superman: Red Son). He is succeeded by Michael Dugan.
1968: Dugan wins reelection.
1972: The Soviet Union attacks the US via interfering in a civil war in Mexico, beginning World War III. Romanov reveals that he was loyal to the Soviet Union and feigned American brainwashing via the aid of his psychic Yuri, who makes his own bid for power. Chicago is nuked during the conflict. Romanov is removed from power and goes into exile while Yuri disappears( should the mod allow them to seize power again). Dugan and his party drop in popularity and James T.Cassidy is elected President(Superman: Red Son).
1974: The Soviet Union begins constructing a tower in Hokkaido for investigating other universes(The Place Promised in Our Early Days).
1976: James T.Cassidy is reelected President with Charles Palantine(Taxi Driver) as his running mate.
1978: Lex Luthor's ally Brainiac shrinks the City of Besstrashnyygrad. Superman retrieves it and reprograms Brainiac but is unable to restore the city. The Soviet vigilante Batman blows up the Superman Museum. Superman and Wonder Woman are led into a trap by Batman. While Batman is seemingly killed in an explosion(Superman: Red Son), rumors persist he still lives and leaped to another reality and joined a multiversal team of heroes( Injustice 2 ). Regardless Batman's resistance group continues to exist as a group of rebels with someone else haven seemingly taken up the mantle. The battle snapped Wonder Woman's lasso and she lost her youth. Superman's lack of care led her to become bitter and Themyscira cuts all ties with the Soviets.
1980: Lex Luthor becomes President with James Olsen as his Vice President(Superman: Red Son).
1983: Superman makes a final attack on America and the White House. Lex Luthor and Lois convince him to stand down when Brainiac betrays Superman. Superman and Lex Luthor both seemingly perish in an explosion to destroy Brainiac. In reality both survived and were sent to the Phantom Zone. In 2010, they will find their way back to their respective countries, though Superman would be severely weakened from this. James Olsen becomes President(Superman: Red Son). Meanwhile Anatoly Cherdenko becomes Soviet Premier((Command and Conquer: Red Alert 3). A brief Detroit Uprising is put down(Sliders).
1984: James Olsen is defeated in the US Presidential Election by Republican Howard T. Ackerman. Ackerman is actually an android created by the Japanese as part of their ploy to invade the country(Command and Conquer: Red Alert 3). Mexico turns Communist(Red Dawn).
1986: World War IV Begins. The Middle East breaks into war first(Escape from New York). The Soviet Union launch their invasion of America and invade the state of Ambarino. The Empire of the Rising Sun takes advantage of this to invade the Soviet Union as well.
1987: Metropolis is hit with Trioxin by the Soviets(It being developed by German Scientists in Communist Germany while on Earth One it was obtained by the Allies post World War II), which is recorded as causing insanity(Escape from New York)
1988: The Japanese Government have the android Howard T.Ackerman declare on TV from the Oval Office that the United States is dead, moments before a Soviet Nuke hits the White House(Red Dawn). Vice President Michael Knight(Knight Rider, replacing Unnamed David Hasselhoff President in Command and Conquer: Red Alert 3) was evacuated but in the resulting radio silence from several nukes being deployed and 4 EMP blasts(Amerika) means connections are disabled and the US splinters into factions. Maverick politician and 1988 Presidential election candidate Devin Milford is arrested by the Soviets, who choose his opponent Daniel Brand as their puppet President, who is more receptive to their demands(Amerika).The Soviet Union occupies the US and splits it into factions(listed with real locations to avoid confusion):
California Special District: California, Nevada(Likely ironically led by Johnny Cyclops, the Ronald Reagan stand in).
Western Semi-Autonomous: Colorado, Idaho, Montana, Utah, Wyoming(Semi Autonomous as they couldn't permanently keep down the Wolverines(Red Dawn)
Northwest: Oregon, Washington
Southwest: Arizona, New Mexico

1989: Harry Perkins becomes Prime Minister of Britain and begins to call for the dismantling of The Big Brother Government and complete nuclear disarmament(A Very British Coup). In the Soviet Union, Marshal Vashkov unites the Volgograd citizens into the Volgan Party(2000 AD, Invasion!)
1991: Marshal Vashkov leads a Coup against Andrei Chernenko, who flees into space. He declares the himself the sole leader of the Fascist Volgan Republic(2000 AD, Invasion!). During the coup the US moves to break out of Soviet control starting with Southern, which is led by Columbiana(Florida analogue from Pioneer, Go Home!) and becomes the Free Republic of Columbiana(Escape from New York) led by Tony Montana(Scarface)(The South is once more the first to secede from the Union).
1992: Prince Charles III becomes King of the United Kingdom, possibly after the assassination of Queen Anne II(Rumsfeldia). Harry Perkins is overthrown in a coup, ending the IngSoc Regime(A Very British Coup).
1995: Commander Wade Wells, leader of the Californian resistance branch is killed(Sliders)
1996: The Hokkaido tower is activated and begins causing destruction to the surrounding area and threatening the world before being destroyed by the Uilta Liberation Front, a group who want Japanese reunification(The Place Promised in Our Early Days). John Harker is elected President of the American Republic(Escape from New York).
1997: Devin Milford is released from prison and becomes a resistance leader in the US, leading the National Liberation Front. Peter Bradford becomes Governor-General of Central, renamed Heartland. As tensions mount, the Soviet Union issues an ultimate for the US to dissolve or be dissolved. Under orders General Petya Samanov murders all of Congress and then takes his own life when they refuse to back down. Devin Milford gave an urgent cry for the US to rise up before being assassinated(Amerika). President John Harker attempts to prevent Soviet counter attack but the National Liberation Front hijack Air Force One. The President is ejected out but lands in the closed off City Prison of Gotham. Criminal Snake Plissken is tasked with rescuing the President in time for his peace talks with the Soviet Union and China. Plissken succeeds but out of disgust for the President's attitude, hijacks the peace talks (Escape from New York). The US Breaks apart in what is called the Second American Revolution. Several of the regions merge together forming 11 new nations:
American People's Commonwealth: Mostly OTL New England. Are Socialist but decry the Soviet Union. Secret HYDRA agent and public SHIELD Agent Alexander Pierce becomes President, leading to the land being dubbed "Alexandria"(Captain America, In the Comics, Pierce held the Secretary of Defense Position in the 2000's when in real life Donald Rumsfeld did. "Alexandria" here is a play on Rumsfledia. Pierce would likely resemble his MCU incarnation, meaning Robert Redford. I don't have a Bernie Sanders analogue at the moment though...maybe Montgomery Burns?).
American Republic: Several states merged to form the official remnants of the US. Largely the Bible Belt or Southern States.
Union of American People's Republics: Remained loyal to the Soviet Union and under Johnny Cyclops, initially. Cleopatra Jones is a potential current leader.
Union of the Heartlands: Formerly Heartland under the Soviets. Remained under the leadership of Peter Bradford.
Great Lakes Republic: Unitary Republic
Montana: A Fascist Dictatorship
Lincoln: Neo-Nazi State
Texas: Was reduced due to an invasion by Mexico
Temperance(Illinois): Liberal
Deseret(Utah): Conservative
Arizona: Democrat. Southwest was dissolved when Mexico retakes New Mexico and most of taken, leaving only Arizona
1999: The Volgan Empire discovers oil near Britain, launching the Eight Hour War. The Midland were hit with nuclear weapons and many politicians and rebel leaders were executed at Stonehenge with concentration camps opened. The conquered lands were dubbed the Eurasian Economic Community. Simon Creepton is made puppet ruler of the People's Republic of Britain. Bill Savage joins the resistance under Lt. Peter Silk based around the Isle of Dogs(2000 AD, Invasion!).
2000: Nehemiah Scudder(If This Goes On...) refers to Los Santos within the Communist Union of American People's Republic, as a den of sin. It is hit with an Earthquake and detaches into the ocean(though for map reasons it shifts back)(Escape from L.A.)
This leads Scudder to succeed John Harker and become President of The American Republic, which he rechristens the American Republic of Gilead (The Handmaid's Tale) where dissidents are exiled to Los Santos, which include drug users, atheists, and people who eat red meat among others. Scudder dismantles the office of the Presidency to make himself President for life (Escape from L.A.). One of Scudder's actions is to work with Ra's Al Ghul to purge the cities of Metropolis and Gotham. several criminals are either killed or forced to repent(Just to give players the chance to have Joker, Megamind or Hannibal Lecter appear somewhere just for fun).
2004: Bill Savage assassinates Marshal Vashkov, inciting rebellion throughout Britain(2000 AD, Invasion!).
2006: Volgan forces reoccupy the UK(2000 AD, Invasion!).
2009: Allied forces successfully push the Volgans out of the UK. The Volgan Republic is overthrown by an internal coup and the Soviet Union restored. Bill Savage enters politics as a war hero, possibly becoming prime Minister by 2010(2000 AD, Invasion!).

I don't want to refer to a "Canon" Path, so I'll say "Historical" Path or how things would play out without player interference. The US nations will move towards reforming the US, largely the American Republic and American Commonwealth.
2013: Scudder's daughter Utopia steals the key to the Sword of Damocles, a satellite which would allow Scudder control of the Earth. She flees to Los Santos. Snake Plissken, recently caught in New Paradiso, is sent after her. He obtains the key but uses it to shut down all electronic devices on Earth(Escape from L.A.)(Though Julian Felsingburgh as the Bernie Sanders analogue would likely attempt to use the Sword of Damocles in his purge of his enemies). This action plunges things into chaos but also allows some nations to be more easily taken due to the US nations building immunity after the soviet EMP attacks. In Alaska, Senator Bliss Wagoner, who championed many scientific breakthroughs in the nation, is assassinated by FBR director Francis X. MacHinery(Cities in Flight). The US is eventually restored by the end of the mod.
2014: The U.S., Soviet Union, China and India fall into economic Turmoil(Call of Duty: Ghosts)
2015: Communist South America joins together as the Federation of the Americas led by General Diego Almagro(Call of Duty: Ghosts), who has all American citizens in the Federation imprisoned or executed. The U.S. Plan to assassinate him and attack the City of Caracas succeeds but the US is then bogged down in fighting.
2016: A Nuclear terrorist attack occurs in Wasabia, a huge country for oil, crippling the global economy(EndWar)
2020: War breaks out between the US, European Federation and the Russians.
2027: The US is able to obtain control the Federation Satellite LOKI and use it to decimate Federation forces, cementing a victory in the war (Call of Duty: Ghosts).

Found this Video and I thought I might try I shot at assigning the factions so to speak:
Holy Britannian Empire(Code Geass)-I considered writing up an Earth 6 where the American Revolution failed, and this would be a faction though significantly reduced in power, as its Europia United. For Example the Confederacy of North America(British Loyal) and the United States of Mexico(For Want of a Nail) would make up North America while South America would largely be the United Provinces of South America(Look to the West) and the British Isles would have been occupied following the Napoleonic Wars.
Brotherhood of Nod(Command & Conquer)-Would surface during the Eugenics Wars(1991-1996) in Hearts of Fiction and join forces with Khan Noonien Singh and others, likely being the driving enemy force in Europe. Their Leader Kane is a moniker for Vandal Savage here.
Combine Universal Union(Half Life)- Likely in the Millennium Dawn equivalent and would invade around 2000.
Federation of the Americas(Call of Duty)-As Mentioned would be a force to be reckoned with in Hearts of Fiction: Red World.
United Kingdom of Hyrule(Legend of Zelda)-Just throwing out ideas here, but we could do a mod called something like "Once Upon a Time" which takes the role of throwing in multiple fantasy worlds together including Oz, Wonderland and Narnia. This would also be the Homelands(Fables) with the Adversary seeking to conquer the lands. A handful of beings largely from the German and French equivalents of this world where exiled to Earth by a mysterious curse for years(Once Upon a Time) and have now returned to aid in overthrowing the Adversary. The Kingdom of Hyrule is at least a neighbor to the Mushroom Kingdom. A list of potential lands can be found here.
Imperium of Man(Warhammer 40k)-Hard to do without just making a Warhammer 40k mod. Maybe a Stellaris Mod that dumps it alongside other factions.
First Galactic Empire(Star Wars)-same boat as the Imperium of Man.
Second Deutscher Empire(Tanya the Evil)-While I do envision a version of Tanya existing in Hearts of Fiction during the World War II era. I actually imagine a version as well as this nation also exist in "Kaisers and Confederates" which is the tentative name for the Hearts of Fiction merging of Timeline 191 and Kaiserriech among others.
Irken Empire(Invader Zim)-Likely thrown in a Stellaris type mod with the Imperium of Man and the Galactic Empire, although maybe there's an earlier set mod where them invading is an event.
Koopa Kingdom(Super Mario Bros)-A neighbor of the Mushroom Kingdom primed to invade.
English Socialist Republic of Oceania(1984)-formable in base Hearts of Fiction game going down the Fascist Path for Britain and most likely in other mods but with different leaders running it each time.
Red Ribbon Army(Dragonball)-Likely for a 1980s mod called something like "The Coldest War" detailing events like the Soviets invading(Red Dawn) and the Visitors invading(V) and aliens infiltrating society before being exposed(They Live). The Red Ribbon Army I see as being a Japanese Communist faction that expands out if they become too powerful.
Robotnik Empire(Sonic the Hedgehog)-Another faction joining Kane and Khan in the Eugenics Wars, though he goes more for robotizing.
Moon Kingdom(Sailor Moon)- Will likely appear to counter the potential threat of Queen Beryl in the Eugenics Wars and would likely attempt to obtain sovereign control of the Moon in a non-hostile manner. Since the Harvesters(Independence Day) will invade this is possibly a focus tree that will result in Neo Queen Serenity being crowned monarch of first Japan, due to Japan possibly going fascist(Battle Royale) and later the Earth as seen in the distance future in the series
USSR(Red Alert)-largely already covered.
Holy Imperial Russian Regency(The New Order)-Entirely possible to feature in an Earth X mod.
Nine Circles of Hell(Hazbin Hotel)- I imagine this occurring if an Antichrist actually succeeds in triggering the end of the world, likely via ascending to leader of a nation with nuclear weapons, triggering essentially the rapture with Heaven and Hell appearing.
United Stated of America(DUST 1947)-Hard to find info on but I imagine elements would appear in the US of the Earth X Mod.
Gem Homeworld Empire(Steven Universe)-likely as an alien invasion event in a mod covering events around the 2010s, though I imagine this can be thwarted via negotiation.
Zeonic Helghast(Gundam X Killzone)- Would be a Stellaris Mod based faction.
Afton Technocracy(Five Nights at Freddy's)-While intended as a Joke. If the US does go down the Technocracy route sometime post 1987 then I can imagine this happening.
Holy Britannian Empire(Code Geass)-I considered writing up an Earth 6 where the American Revolution failed, and this would be a faction though significantly reduced in power, as its Europia United. For Example the Confederacy of North America(British Loyal) and the United States of Mexico(For Want of a Nail) would make up North America while South America would largely be the United Provinces of South America(Look to the West) and the British Isles would have been occupied following the Napoleonic Wars.
Brotherhood of Nod(Command & Conquer)-Would surface during the Eugenics Wars(1991-1996) in Hearts of Fiction and join forces with Khan Noonien Singh and others, likely being the driving enemy force in Europe. Their Leader Kane is a moniker for Vandal Savage here.
Combine Universal Union(Half Life)- Likely in the Millennium Dawn equivalent and would invade around 2000.
Federation of the Americas(Call of Duty)-As Mentioned would be a force to be reckoned with in Hearts of Fiction: Red World.
United Kingdom of Hyrule(Legend of Zelda)-Just throwing out ideas here, but we could do a mod called something like "Once Upon a Time" which takes the role of throwing in multiple fantasy worlds together including Oz, Wonderland and Narnia. This would also be the Homelands(Fables) with the Adversary seeking to conquer the lands. A handful of beings largely from the German and French equivalents of this world where exiled to Earth by a mysterious curse for years(Once Upon a Time) and have now returned to aid in overthrowing the Adversary. The Kingdom of Hyrule is at least a neighbor to the Mushroom Kingdom. A list of potential lands can be found here.
Imperium of Man(Warhammer 40k)-Hard to do without just making a Warhammer 40k mod. Maybe a Stellaris Mod that dumps it alongside other factions.
First Galactic Empire(Star Wars)-same boat as the Imperium of Man.
Second Deutscher Empire(Tanya the Evil)-While I do envision a version of Tanya existing in Hearts of Fiction during the World War II era. I actually imagine a version as well as this nation also exist in "Kaisers and Confederates" which is the tentative name for the Hearts of Fiction merging of Timeline 191 and Kaiserriech among others.
Irken Empire(Invader Zim)-Likely thrown in a Stellaris type mod with the Imperium of Man and the Galactic Empire, although maybe there's an earlier set mod where them invading is an event.
Koopa Kingdom(Super Mario Bros)-A neighbor of the Mushroom Kingdom primed to invade.
