German Partition in WWI

WI Germany had been spilt up into smaller nations following WWI, in a similar manner to the Austrian Empire and Ottoman Empire?
 
All right this is easy, the book 1919 is a good place to start.

France wanted a Rhineland created, as a buffer state. It would be free from all payments, and proped by the French, so think the Maginot Line as a country instead.

A few British generals wanted a Bavaria, and a another state so Germany could be limited to Baltic ports.

So there is three. Now some are going to say once Germany builds up these states shall return, but a generation as independent, and being free fromt he worst effects of the Great Depression could create a culture to resist reunifaction.

That is why these plans never worked. Wilson was against any "old" diplomacy, and the other leaders focused on weakening Germany as best they can. That why the 1 year conscription plan was thrown out, for a 100,000 man volunteer force.

So you'd need Wilson to have a change of heart, or get the European powers to change their stance on something to make Wilson agree.
