Friedrich III Reigns Longer

Let's say Friedrich III has a longer reign (either Wilhelm I dies sooner or Friedrich III lives longer). Does it necessarily mean that Germany will transition down the path towards becoming constitutional monarchy?

If so, then what butterflies might this produces?
 
You know, Germany had a constitution at that time. So it was a Constitutional Monarchy.
Also to preemt it, Germany also had a Parliament. So with squinting (and streching the definitions quite a bit) it also was a Parliamentary Monarchy ;).

But for the liberalisation? There are several debates out there if he would have done it and if yes if he could have done it.
That is, because he was groomed in the Prussian ways and the short rain and death makes it possible to paint him how his "users" want it.

Personaly I think he may have tried to change some thing. How much and how effectively I can not realy quantify because he was Kaiser for such a short time and there certainly would be a difference between the Kronprinz Friedrich and the Kaiser Friedrich III.
