As the title says as I am reading that he technically doesnt want to be president but Mabini told him to. So lets assume he overrulles Mabini's advice and tells congress to elect a new President in January 1 of 1899 because he would be retiring and because he is unfit to rule a country as there are many more people that are better than him to be President.
