DBWI: What if the Charlottetown Accords failed?

as you know, after Meech Lake failed, the Charlottetown Accords passed, with a 6% margin and Quebec voting narrowly in favor. Mulroney, boosted by this success, retired in January 1993. He was succeeded by Jean Charest in March, who led the party to another slim majority in the July 1993 election (defeating Paul Martin's Liberals and Manning's Reform).
Charest had a successful term in office and in this year he returned a surplus. It is now July 1998. He is fairly popular in the polls and the PCs are generally expected to get a minority government, with them leading the Liberals by 5% in the Globe and Mail polling average. Polls will soon close.
What do y'all think will happen? Thoughts on Chretien, the Liberal leader? And on Charest's successful navigating of the economic hardships of the earlier 1990s, which now has turned into an economic boom? And would all this had been possible if Charlottetown was defeated by voters angry at incumbent politicians?
