DBWI: Technocracy not a major ideology

As we all know, Technocracy became one of the major ideologies of the world with the Second American Revolution in 1933 leading to the rise of the North American Technate under Howard Scott and a series of American-backed Technocratic revolutions in Latin America with a four-way "Silent War" between democracy, communism, fascism, and technocracy developing. So, what if Technocracy didn't become a major ideology? What PODs might be needed? Mellon not becoming President?
 
As Well run and Prosperous as the Technates in the Americas are, it might be better for the world if it didn't come about. A US that stays democratic can still be responsibly run, and they would probably give the democratic bloc enough influence and wealth to ensure a victory for democratic forces in Silent War. On the flip side if the US goes with Coughlin's minute men install that fascist dictator ship that would be horrible, and Long's syndicates wouldn't side with the stalinist or moasits so its a similar situation as we saw in the world today.
