Something I toughed up by changing President Franklin D. Roosevelt, Infamy Speech.

Mr. Vice President, Mr. Speaker, members of the Senate and the House of Representatives: Yesterday, December 7th 1941 — a date which will live in infamy — the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of China.

The United States was at peace with that nation, and, at the solicitation of China was still in conversation with its Government and its Emperor looking toward maintaining of peace in Asia . Indeed, one hour after Chinese air squadrons had commenced bombing in the American island of Oahu, the Chinese Ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message. And while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack.

It will be recorded that the distance of Hawaii from China makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time the Chinese Government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.

The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.

Yesterday the Chinese Government also launched an attack against Korea.

Last night Chinese forces attacked Hong Kong.

Last night Chinese forces attacked Okinawa.

Last night Chinese forces attacked the Philippine Islands.

Last night the Japanese attacked French Indochina.

And this morning the Chinese attacked Japan.

China has, therefore, undertaken a surprise offensive extending throughout Asia. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.

As Commander-in-Chief of the Army and Navy, I have directed that all measures be taken for our defense.

But always will our whole nation remember the character of the onslaught against us. No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory.

I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost but will make it very certain that this form of treachery shall never again endanger us.

Hostilities exist. There is no blinking at the fact that our people, our territory and our interests are in grave danger.

With confidence in our armed forces—with the unbounding determination of our people—we will gain the inevitable triumph—so help us God.

I ask that the Congress declare that since the unprovoked and dastardly attack by China on Sunday, December 7th, 1941, a state of war has existed between the United States and the Chinese Empire.

Yes it would be a great timeline , and if anybody is interested I will try to modify some more speeches from those nations involved in OTL world war II , to reflect this war.

Don’t now if the are going to work as the are made for that country and not the empire of China.

The Chinese declaration of war , tried my best to change the original version , which was the Japanese declaration of war on the United States and Britain.

By the grace of the Son of Heaven, Lord of Ten Thousand Years, Emperor of China [Xuantong Emperor] , Our loyal and brave subjects:

We hereby declare War on the United States of America and the Empire of Japan. The men and officers of Our Army and Navy shall do their utmost in prosecuting the war. Our public servants of various departments shall perform faithfully and diligently their respective duties; the entire nation with a united will shall mobilize their total strength so that nothing will miscarry in the attainment of Our war aims.

To insure the stability of Asia and to contribute to world peace which is the far-sighted policy formulated by his Imperial Majesty [Xuantong Emperor]. To cultivate friendship among nations and to enjoy prosperity in common with all nations, has always been the guiding principle of Our Empire's foreign policy. It has been truly unavoidable and far from Our wishes that Our Empire has been brought to cross swords with America and Japan. More than four years have passed since Korea, failing to comprehend the true intentions of Our Empire, and recklessly courting trouble, disturbed the peace of East Asia and compelled Our Empire to take up arms. Although there has been reestablished the National Government of Korea with which China had effected neighborly intercourse and cooperation, the regime which has survived in Busan relying upon American and Japanese protection, still continues its fratricidal opposition. Eager for the realization of their inordinate ambition to dominate Korea, both America and Japan giving support to the Busan regime, have aggravated the disturbances in East Asia. Moreover these two Powers, inducing other countries to follow suit, increased military preparations on all sides of Our Empire to challenge Us. They have obstructed by every means Our peaceful commerce and finally resorted to a direct severance of economic relations, menacing gravely the existence of Our Empire. Patiently have We waited and long have We endured, in the hope that Our government might retrieve the situation in peace. But Our adversaries, showing not the least spirit of conciliation, have unduly delayed a settlement; and in the meantime they have intensified the economic and political pressure to compel thereby Our Empire to submission. This trend of affairs, would, if left unchecked, not only nullify Our Empire's efforts of many years for the sake of the stabilization of East Asia, but also endanger the very existence of Our nation. The situation being such as it is, Our Empire, for its existence and self-defense has no other recourse but to appeal to arms and to crush every obstacle in its path.
The hallowed spirits of Our Imperial Ancestors guarding Us from above, We rely upon the loyalty and courage of Our subjects in Our confident expectation that the task bequeathed by Our forefathers will be carried forward and that the sources of evil will be speedily eradicated and an enduring peace immutably established in East Asia, preserving thereby the glory of Our Empire.

To be honest this timeline is strange to say the least. China is attacking Asia and breaching against the the rest of the world. Now the way this could happen is to have the Japanese lose the 1905 conflict and have a stronger China which builds a decent sizr navy with lots of aircraft support.

The Chinese Empire will not only be enganing in Asia, there will also be a push into burma and then into India. Now with that all going on, how will the USSR in this timeline react to the chiniese decleration of War ?

It is an interesting effort to redo the speeches. However, the underlying POD makes no sense at all.

Even today, with the far more interconnected world, it is hard to come up a reason that the PRC would need to cross half the Pacific to mix it up with the U.S.

A reach for the Southern Resource Area by an aggressive China wouldn't need the same sort of access to sea lanes the Japanese Empire required which would eliminate the need to take out the Philippines. At most the Chinese would need to dominate the South China Sea, that is something that could be accomplished in 1941 even with the U.S. still holding the Islands.

Perhaps after a period of european interferance in Chineses affairs they simply feel the need to establish a large Chinese sphere of influence to keep the European/American powers at bay?

Have noting to do and to give the speeches a background I have tried to create in my view a not very plausible timeline from 1937 onwards.

In 1937 , the Chinese empire began fighting the republic of Korea , starting the Sino-Korean War.

Du the Chinese being the aggressors , the United States, the United Kingdom, and Japanese empire began providing loan assistance for war supply contracts to the republic of Korea , which results that the Chinese empire , begins a blockaded of the entire Korean Peninsula , preventing the import of arms, fuel and materials supplied by the United States, the United Kingdom, and Japanese empire from reaching the republic of Korea.

In 1939 a cease fire was signed by the republic of Korea and the Chinese empire , however the Chinese empire refused to leave the Korean territory it has sized during the Sino-Korean war.

In 1940 the Chinese empire joined the Tripartite Pact in with Nazi Germany and Fascist Italy, officially forming the Axis Powers.

In April 1941 the Chinese empire and the Soviet Union signed a neutrality pact , thereby guaranteeing that the Chinese empire has not to worry about being attacked by the Soviet Union.

As the Chinese empire by July 1941 was still is controlling a large part of the Korean Peninsula , and was still refusing to leave , the United States , United Kingdom , Japanese empire and the Netherlands east Indies declare a all out embargo against the Chinese empire.

This embargo causes the Chinese empire to attack the United States on December 7th , resume the attack against the republic of Korea and the Japanese imperial army forces present in Korea , and the other nations mention in the speech made by president Franklin D. Roosevelt.

I understand that it was the Empire of China. Since I was talking OTL and modern day I used the current name.

So there is no TL involved here?

A ok , I toughed that you where referring to the People's Republic of China.

This is my attempt to create a background for the Sino-Korean War , the war which results later in the declaration between the United States and the Chinese Empire , I don’t think that it would be a reason for war , so if anybody has a other suggestion , please do so.

Sino-Korean War background

In April 1937 construction of the China-Korea Friendship Bridge crossing the Yalu River began.

In May , only a month in the construction of the bridge , a bomb exploded , on the Chinese side , killing several workers , in responds , the Chinese imperial government who had invested a lot of money in the construction , and under the pretext of protecting the workers on both the Chinese and Korean side , deployed the Chinese imperial army in Sinuiju , the Korean location where the bridge was build.

Te presences of Chinese imperial forces , on the territory of republic of Korea , was not greeted well by the Korean government who demanded that all Chinese imperial forces would leave Sinuiju , as the republic of Korea had not a large army , it new that it could not drive the Chinese imperial army back , nor did it want to start a war whit the empire of China ,was forced to watch and to hear the Chinese imperial government refusal to do so.

However the people of Korea unlike its government , did respond , whit demonstrations , riot and strikes , all in the hope to delay the construction of the bridge and to hamper the Chinese imperial army present in Sinuiju.

But the attempts to get the Chinese imperial army in Sinuiju , backfired as the Chinese imperial government responded , by sending on July 7th , 1937 a large army over the border whit the republic of Korea , starting the Sino-Korean War.

So, just what exactly is the POD here? Empress Cixi gets assasinated? Purging of corrupt officials from the Impreial Court? Change of Chinese opinion of the West before the Opium Wars?

And does Germany declare war on the USA because of the Berlin-Rome-Beijing Axis?

Because if that happens, we're gonna end up with a much more bloody Pacific Theatre of Operations.

I don't think there actually is one. The OP wrote he "toughed up" FDR's Day of Infamy speech by removing "Japan" and inserting "China". There's probably no "POD" beyond that simple switch.

(By the way, the phrase "toughed up" has me stumped. We're all used to ferreting out meanings from the posts by some of our English-as-a-second-language members, but this is a new one on me. I think he means "thought" but I'm not sure.)

Whatever the POD, or lack of it, the situation seems rather odd. Consider the following:

- There's an Empire of China.
- There's an USSR.
- There's an Empire of Japan.
- There's a Nazi Germany.
- There's a Fascist Italy.
- There's a Korean Republic.
- Hong Kong is a colony because China attacks it.
- Formosa/Taiwan is a colony because China attacks it.
- China suffers a stalemate in a war against Korea in 1939, yet only 2 years later in 1941 it feels strong enough to attack the US in Hawaii and the Philippines, declare war on Japan, and tangle with which ever powers own Hong Kong and Formosa.

As I wrote, I don't think there is an actual POD at work here. There's just been a substitution of one nation for another in a series of OTL speeches, treaties, pronouncements, and events.

Well theres the main question, why would China attack America? China's a contiental power, USA is also an isolationist contiental power. And even if America wins navally how would it defeat a self-sufficient china/ occupy china?

But otherwise yeah! i love to see how this would go down!

Really I don’t now how the empire of china could have survive until 1941 , seeing that the had so many wars and internal conflict, and I don’t now of a POD , which would allow the empire of china to survive.

And about the Sino-Korean War I have created , I was thinking it would be something as the Korean war whit the fronts shifting back and for.

And I don’t now how empire of Japan would look like , ore if the even have control of Formosa here , and if the empire of china survived until 1941 , the Japanese would not be active in on mainland china.

[FONT=&quot]Many rumors and reports which we now hear originate with enemy sources. For instance, today the Chinese are claiming that as a result of their one action against Hawaii they have gained naval supremacy in the Pacific. This is an old trick of propaganda which has been used innumerable times by the Nazis. The purposes of such fantastic claims are, of course, to spread fear and confusion among us, and to goad us into revealing military information which our enemies are desperately anxious to obtain.[/FONT]

[FONT=&quot]Our Government will not be caught in this obvious trap-and neither will our people.[/FONT]

[FONT=&quot]It must be remembered by each and every one of us that our free and rapid communication must be greatly restricted in wartime. It is not possible to receive full, speedy, accurate reports from distant areas of combat. This is particularly true where naval operations are concerned.

For in these days of the marvels of radio it is often impossible for the commanders of various units to report their activities by radio, for the very simple reason that this information would become available to the enemy and would disclose their position and their plan of defense or attack.[/FONT]

[FONT=&quot]Of necessity there will be delays in officially confirming or denying reports of operations, but we will not hide facts from the country if we know the facts and if the enemy will not be aided by their disclosure.[/FONT]

[FONT=&quot]To all newspapers and radio stations-all those who reach the eyes and ears of the American people-I say this: you have a most grave responsibility to the Nation now and for the duration of this war.[/FONT]

[FONT=&quot]If you feel that your Government is not disclosing enough of the truth, you have every right to say so. But-in the absence of all the facts, as revealed by official sources-you have no right to deal out unconfirmed reports in such a way as to make people believe they are gospel truth.[/FONT]

[FONT=&quot]Precious months were gained by sending vast quantities of our war material to the nations of the world still able to resist Axis aggression. Our policy rested on the fundamental truth that

the defense of any country resisting Germany or China was in the long run the defense of our own country. That policy has been justified. It has given us time, invaluable time, to build our American assembly lines of production.[/FONT]

[FONT=&quot]Assembly lines are now in operation. Others are being rushed to completion. A steady stream of tanks and planes, of guns and ships, of shells and equipment-that is what these 18 months have given us.[/FONT]

[FONT=&quot]But it is all only a beginning of what has to be done. We must be set to face a long war against crafty and powerful bandits. The attack at Pearl Harbor can be repeated at any one of many points in both oceans and along both our coast lines and against all the rest of the hemisphere.[/FONT]

[FONT=&quot]It will not only be a long war, it will be a hard war. That is the basis on which we now lay all our plans. That is the yardstick by which we measure what we shall need and demand; money, materials, doubled and quadrupled production--ever-increasing. The production must be not only for our own Army and Navy and Air Forces. It must reinforce the other armies and navies and air forces fighting the Nazis and the war-lords of Japan throughout the Americas and the world.[/FONT]

[FONT=&quot]I have been working today on the subject of production. Your Government has decided on two broad policies.[/FONT]

[FONT=&quot]The first is to speed up all existing production by working on a seven-day-week basis in every war industry, including the production of essential raw materials.[/FONT]

[FONT=&quot]The second policy, now being put into form, is to rush additions to the capacity of production by building more new plants, by adding to old plants, and by using the many smaller plants for war needs.[/FONT]

[FONT=&quot]Over the hard road of the past months, we have at times met obstacles and difficulties, divisions and disputes, indifference and callousness. That is now all past-and, I am sure, forgotten.[/FONT]

[FONT=&quot]The fact is that the country now has an organization in Washington built around men and women who are recognized experts in their own fields. I think the country knows that the people who are actually responsible in each and every one of these many fields are pulling together with a teamwork that has never before been excelled.[/FONT]

[FONT=&quot]It is not a sacrifice for the industrialist or the wage-earner, the farmer or the shopkeeper, the trainman or the doctor, to pay more taxes, to buy more bonds, to forego extra profits, to work longer or harder at the task for which he is best fitted. Rather is it a privilege.[/FONT]

[FONT=&quot]It is not a sacrifice to do without many things to which we are accustomed if the national defense calls for doing without.[/FONT]

[FONT=&quot]A review this morning leads me to the conclusion that at present we shall not have to curtail the normal articles of food. There is enough food for all of us and enough left over to send to those who are fighting on the same side with us.[/FONT]

[FONT=&quot]There will be a clear and definite shortage of metals of many kinds for civilian use, for the very good reason that in our increased program we shall need for war purposes more than half of that portion of the principal metals which during the past year have gone into articles for civilian use. We shall have to give up many things entirely.[/FONT]

[FONT=&quot]I am sure that the people in every part of the Nation are prepared in their individual living to win this war. I am sure they will cheerfully help to pay a large part of its financial cost while it
goes on. I am sure they will cheerfully give up those material things they are asked to give up.[/FONT]
[FONT=&quot]I am sure that they will retain all those great spiritual things without which we cannot win through.[/FONT]

[FONT=&quot]I repeat that the United States can accept no result save victory, final and complete. Not only must the shame of Japanese treachery be wiped out, but the sources of international brutality, wherever they exist, must be absolutely and finally broken.[/FONT]

[FONT=&quot]In my message to the Congress yesterday I said that we "will make very certain that this form of treachery shall never endanger us again." In order to achieve that certainty, we must begin the great task that is before us by abandoning once and for all the illusion that we can ever again isolate ourselves from the rest of humanity.[/FONT]

[FONT=&quot]In these past few years-and, most violently, in the past few days-we have learned a terrible lesson.[/FONT]

[FONT=&quot]It is our obligation to our dead-it is our sacred obligation to their children and our children-that we must never forget what we have learned.[/FONT]

[FONT=&quot]And what we all have learned is this:[/FONT]

[FONT=&quot]There is no such thing as security for any nation-or any individual-in a world ruled by the principles of gangsterism.[/FONT]

[FONT=&quot]There is no such thing as impregnable defense against powerful aggressors who sneak up in the dark and strike without warning.[/FONT]

[FONT=&quot]We have learned that our ocean-girt hemisphere is not immune from severe attack-that we cannot measure our safety in terms of miles on any map.[/FONT]

[FONT=&quot]We may acknowledge that our enemies have performed a brilliant feat of deception, perfectly timed and executed with great skill. It was a thoroughly dishonorable deed, but we must face the fact that modern warfare as conducted in the Nazi manner is a dirty business. We don't like it-we didn't want to get in it-but we are in it, and we're going to fight it with everything we've got.[/FONT]

[FONT=&quot]I do not think any American has any doubt of our ability to administer proper punishment to the perpetrators of these crimes.[/FONT]

[FONT=&quot]Your Government knows that for weeks Germany has been telling China that if China did not attack the United States, China would not share in dividing the spoils with Germany when peace came. She was promised by Germany that if she came in she would receive the complete and perpetual control of the whole of the Pacific area-and that means not only the Far East, not only all of the islands in the Pacific, but also a stranglehold on the west coast of North, Central, and South America.[/FONT]

[FONT=&quot]We also know that Germany and China are conducting their military and naval operations in accordance with a joint plan, That plan considers all peoples and nations which are not helping the Axis powers as common enemies of each and every one of the Axis powers.[/FONT]
[FONT=&quot]
That is their simple and obvious grand strategy. That is why the American people must realize that it can be matched only with similar grand strategy. We must realize for example that Japanese successes against the United States in the Pacific are helpful to German operations in Libya; that any German success against the Caucasus is inevitably an assistance to China in her operations against the French Indochina; that a German attack against Algiers or Morocco opens the way to a German attack against South America.[/FONT]

[FONT=&quot]On the other side of the picture, we must learn to know that guerilla warfare against the Germans in Serbia helps us; that a successful Russian offensive against the Germans helps us; and that British successes on land or sea in any part of the world strengthen our hands.[/FONT]

[FONT=&quot]Remember always that Germany and Italy, regardless of any formal declaration of war, consider themselves at war with the United States at this moment just as much as they consider themselves at war with Britain and Russia. And Germany puts all the other republics of the Americas into the category of enemies. The people of the hemisphere can be honored by that.[/FONT]

[FONT=&quot]The true goal we seek is far above and beyond the ugly field of battle. When we resort to force, as now we must, we are determined that this force shall be directed toward ultimate good as well as against immediate evil. We Americans are not destroyers-we are builders.[/FONT]

[FONT=&quot]We are now in the midst of a war, not for conquest, not for vengeance, but for a world in which this Nation, and all that this Nation represents, will be safe for our children. We expect to eliminate the danger from China, but it would serve us ill if we accomplished that and found that the rest of the world was dominated by Hitler and Mussolini.[/FONT]

[FONT=&quot]We are going to win the war and we are going to win the peace that follows.[/FONT]

[FONT=&quot]And in the dark hours of this day-and through dark days that may be yet to come-we will know that the vast majority of the members of the human race are on our side. Many of them are fighting with us. All of them are praying for us. For, in representing our cause, we represent theirs as well-our hope and their hope for liberty under God.

GERMANY, ITALY, AND CHINA SIGN NEW PACT BARRING A SEPARATE PEACE WITH THE UNITED STATES OR GREAT BRITAIN

December 11, 1941

[New York Times, December 12, 1941.]

ARTICLE I

Italy, Germany and China will henceforth conduct in common and jointly a war which has been imposed on them by the United States of America and England, by all means at their disposal and until the end of hostilities.

ARTICLE II

Italy, Germany and China undertake each for himself that none of the parties to the present accord will conclude either armistice or peace, be it with the United States or with England without complete and reciprocal agreement [of the three signatories to this pact].

ARTICLE III

Italy, Germany and China, even after the victorious conclusion of this war, will collaborate closely in the spirit of the Tripartite Pact, concluded Sept. 21, 1940, in order to realize and establish an equitable new order in the world.
ARTICLE IV

The present accord is effective immediately on its signature and remains in force for the duration of the Tripartite Pact, signed Sept. 21, 1940. The high contracting parties of this accord will at an opportune moment agree among themselves the means of implementing Article III above of this accord.
