Thanks to the Volunteers and the arms provided by Germany, Sweden, Britain and France Finland had managed to hold the Soviets in place. Public opinion in Germany had been swinging further toward support of Finland and as a result the Chancellor delivered his speech announcing German protection for the Baltic states and Romania. It strengthen the forces in Lithuania so that the XIX Corp was now deployed there consisting of three Infantry Divisions supported by a Panzer Brigade and a Tank destroyer Brigade. The XIX Corp was part of the Eighth German Army based in East Prussia.. German Forces in Estonia had now increased to a division and in Latvia a reinforced Battalion size Kampfgruppen was now deployed
 
The Chancellor had address the issue of Russia's aggression in the Baltic and now the Kaiser felt that he needed to spell out to the German people what the stakes were and what the government proposed to do. He had been hoping that Stalin would back off without Germany having to get involved but it appeared that he just would not see the writing on the wall. He proposed that Germany take action that would clearly set the message to Stop. A large Luftwaffe force would go to Finland and be ready to begin an all out air campaign.

Germany increased its military deployment in the Baltic State. After a final demand that the Soviets cease it war on Finland the Kaiser signed an order giving the Luftwaffe the order to neutralize the Soviet forces attacking Finland. German Bombers struck the Soviets destroying ammo dumps and artillery positions. German fighters swept the Skies and the Finnish-Allied forces went on the offensive.
 
The Finnish Forces were able to recover all of the lost territory thanks to the Luftwaffe's support. The Germans hit air bases and rail connections in the region. Germany was prepared to escalate the air campaign if the Soviets attacked the Baltic states,Poland or Romania.
 
German forces had increased in the Baltic States as the German Military prepared for any Soviet reaction. The Eight (German Army) moved into Lithuania and assumed control of all forces in the Baltic States. They were deployed as follows IX Corp Estonia-3 Infantry divisions, 2 Panzer Battalions, 2 Marder II Battalions, 2 Stug III Battalions,XXI Corp Latvia: 2 Infantry divisions, 2 Stud III Battalions,3 Marder III Battalions, VIII Corp 3 Infantry divisions,1 Panzer Division 3 Artillery Battalions,XI Panzer Corp 3rd Panzer Division, 22 Motorized Infantry Division, 16 Motorized Brigade
 
Germany moved the First Panzer army (4 corps,3 Panzer Divisions, 4 Panzer Grenadier Divisions and 3 Motorized divisions into East Prussia. The Ninth Army was moved into northern Poland and it consisted of 3 Corps with 9 Infantry divisions,2 independent Panzer Battalions,3 Stug III Battalions and a Flak Brigade.
 
The German Foreign Minister had left to consult with Great Britain, France Austria,Czechoslovakia and Sweden. The German Chancellor and the Kaiser had spoken to the Polish, Finish Estonian, Latvian and Lithuanian heads of state. Italy had sent troops to Romania to reinforce the German forces previously sent there.
Germany was hoping that Stalin would back off his aggression but were prepared to respond.
 
Stalin Ordered the Full mobilization of all Soviet Reservist and the calling up of a large number of conscripts. Reinforcements were deployed to the Northern front and addition Soviet forces were moved to face the Baltic states and Poland. The Romanian Front saw an increase in forces bringing the total to 12 Rifle Divisions,3 artillery divisions 6 tank Brigades and 1 Mechanized Corp plus 4 Cavalry Divisions
Finally after 4 weeks In April 21st,1940 the Red Army launched an offensive against Latvia and stage attacks against Lithuania .
 
German forces quickly responded to the Soviet offensive and the Luftwaffe went into its planned counter measures. A motion was introduced to declare a state of war between Germany and the USSR. Poland declared war on the USSR and now the list of nations at was with the Soviets increased to Finland,Germany, Latvia, Lithuania and Poland. Estonia and Romania called up all reservist. Italy deployed the Eight Italian Army to Romania joining the newly designated German Sixth Army.
 
Germany began moving its resserves to the various fronts . The German Sixth Army began to arrive in Romania The Second Panzer Army moved from eastern Germany to East Prussia and then joined the Eight Army in Lithuania. France shipped arms to Poland and blocked all sales to the USSR.
 
Germany had signed a contract to buy 600 trucks from Great Britain and the British Government had approved the sale.
 
Fighting in Finland,Latvia and Lithuania had increased and there had been some clashes along the Estonian and Polish borders. The German 12th Army arrived in Romania along with the elements of the XI Panzer Corp . A German Expeditionary Force was being sent to Finland consisting of 2 Mountain divisions,a Infantry Division and a large Panzer Brigade. The German 12th Army included an Austrian Motorized Infantry Division and an Austrian Panzer Brigade equipped with German Panzer III and some Panzer IVE tanks.
 
Germany and Poland now went on the offensive launching a massive counter attack on the soviets. A lot of foreign volunteers joined the German Army serving in units that were made up entirely of Danish, Norwegian or Croatian. The German Military trained and equipped these units.
After Soviet forces shelled and bombed Romania Romania declared war and the German Italian Romanian forces struck back. A Croatian Regiment was attached to a German Division in the Sixth Army and a Slovenia Volunteer Battalion served with the Austrians.
 
Germany was well aware of some of the Monster Soviet tanks and as a result all Panzer III tanks had been rearmed with 50mm guns and the Panzer IV F model had been developed. The Poles had also been informed by German Intelligence regarding the Soviet tanks and had re-equipped the older Polish Machine gun tanks with French designed 75mm guns or the 47mm French gun mounted in place of the twin Machine gun turrets.
 
The war was to see a lot of improvisation by the Polish military as they sought a solution to facing the KV-1 and Kv-2. Mounting the French 75mm Field gun on obsolete tanks that had mounted twin machine guns was a solution. The French had developed a special charge to give the gun an AT capacity. The German 37mmAT guns were useless against the Soviet heavy tanks and it was a good thing that they had been replaced by the 50mm AT guns but the Baltic states were depend on the 37mm gums.
 
The Germans,Polish,Baltic States, Finland,Romania,Italy and Hungary now began a war of liberation against the Soviets. The Germans had volunteers from Austria, Croatia,Denmark,Norway joining them. The Germans engaged in directing a massive campaign to gain control of the skies of Russia. Bombers hit air bases and neutralized the Red Air Force.
 
The European Alliance hand managed to gain control of the skies and had pushed the Russians back> Germany had reinforced the thrust in the Central sector bring its forces in the region to 32 division added to it were 32 Polish Divisions and 12 Hungarians. Army Group South consisted of 2 German Armies (20 German Divisions, 1 Austrian Motorized Division, 1 Austrian Panzer Brigade, 1 Slovenian Infantry Rgt and 1 Croatian Infantry Regt)Italian Eight Army (8 Divisions),Romania (2armies wit 18 divisions).
Army Group North(Baltic- 2 German Armies with 20 Divisions, XXI Panzer Corp with 2 Panzer divisions,2 Panzer Grenadier Divisons; Estonian - 3 1/2 divisions, Latvia 3 Divisions, Lithuania 4 Divisions Spain 1 Infantry Division.)
