Could a central or south america army trained by Carl von Clausewitz be the best in the Americas

Would a Central or South America reformed/trained by Carl von Clausewitz have been the best or one of the best in the Americas if it was properly funded in the 1830s-1840s with the goal of being able to repel a European army as well as their neighbors in case of war or at least make it a pyrrhic victory, in the case of Mexico being able to fight the USA as well as European armies supportimg a intervention equally in military tech wise and specially officer/NCO training/discipline as well as the regular troops properly training with the plan of having at least 20000 trained soldiers by mid 1840s and at least 10000 reserves

No. Having a well trained army, and I have serious doubts that one man could do all that much, wouldn't allow a Central American or South American army to overcome the financial and material problems that those militaries encountered in OTL.
 
It probably wouldn't make much of a difference. Plenty of Western Hemisphere armies (from America on down) hired European officers and advisors, both for naval and land forces. While they often helped, none of them really revolutionized any particular military.
 
They dont really need advisors, the fact that they already have good officers and commanders showed iotl, and yeah money problems,
 
In terms of stability and not having money problems Chile would be your best bet although the 1840s is about 20-30 years before that country really started to hit it's prime.

A atl surviving Viceroyalty of Peru would be another option
