CH: Technocratic Germany

Before you say this is impossible, there was actually a somewhat significant technocratic movement in Germany before the Nazis(Sorry, don't have exact numbers, but I can dig around for them if you wish.) Besides, this is AH, we find the solutions to these challenges.

With that in mind, have Germany technocratic by 1936. An internet cookie if you can do it after 1918.

This would be impossible as it did'nt even really exist yet, hell the term Technocracy was'nt even coined until 1919, while the writings that formed the early movement were'nt published until 1920-1922 period.

Now that said it would'nt be impossible and indeed overall it would likely be met by the German people better than the extremes and would'nt alarm the other European powers as much as Communists or the Far-Right gaining power would/did.
