Or the Jean D'arc, or the japanese Haruna class: a more-or-less large destroyer capable of carrying multiple large helicopters. Problem starts when people want them to do "all the jobs!!1".The CSGN Mk II/Mission Essential Unit was a lot closer to the Kiev class than the Spruance-derived flight deck cruiser concepts. Those were probably more similar to Moskva in terms of capability.

To be used at war... it would be detected long before it could reach the target area. If you want a sneak attack, then a "totally honest not at all a converted ship" commercial cargo vessel with some special centerline doors would be ideal. Who would benefit? Whoever has a logistics and/or economy less dependant on sea trade; in a classic Cold War setting, it would be an ideal way to block US reinforcements to Europe.Is there any possibility of a surface ship minelayer during the Cold War , outside of the Baltic states ?
