AHC/WI: Germanic Tetrarchy?

Imagine for a moment that Poland is instead Gothonica. Bohemia is settled by Vandals, and Franche-Comte and eastern Bourgogne settled by the Burgundians. Ignoring butterflies, Imagine that there are at least four powerful kingdoms within this Magna Germania. would it be possible for these kings to rule collectively over their Empire as a single politically unified entity, while maintaining enough independence to rule their respective kingdoms free from influence or competition from competing royals?

Say for example, that the OTL United Kingdom of the Netherlands, Kingdom of Prussia, Kingdom of Bavaria, and Austrian Empire unite their lands into a single German Empire. Would the respective kings of these territories be able to rule their lands independently while maintaining a unified front against the French and Russians? Independent Kingdoms with multiple monarchs and one military?

Like the German "2nd" Reich if the organisation is federal and local autonomy is set in the constitution then there'll be some kind of unity.
If there is an official Tetrarchy then you need either one to have a nonhereditary First Among Equals title or a separate Emperor/High King.

Well let's use the context of one of my older scenarios. World War I Germany absorbs the Austrian lands of Austria-Hungary. Hungary is given independence, but is linked Militarily and economically to the Empire, while maintaining their own Monarchy. Austria maintains its own Empire independently of Prussian Germany. Politically, Austria is equal to Prussia. Yet they only have political/economic authority over Austria, and not Prussia. And the inverse is also true for Prussia. Both kings sit as equals on the German Imperial Throne, "Imperial Brothers." Militarily, they share a single military. German Interests are represented by two men. Austria benefits from Prussian Economics, and Prussia benefits from the extra manpower. Citizens of this Germany hold German citizenship. Not Prussian of Austrian.
