Ignoring butterflies, Imagine that there are at least four powerful kingdoms within this Magna Germania. would it be possible for these kings to rule collectively over their Empire as a single politically unified entity, while maintaining enough independence to rule their respective kingdoms free from influence or competition from competing royals?
