AHC: Surviving Native American state - on the WEST Coast

With a PoD after 1700, keep a Native American state on the West Coast of North America (US / Canada) independent (culturally, linguistically, politically and economically - even if only technically on the last two) through to the 20th century.

Is it possible? What kind of Pacific Coast societies would we see?

Perhaps Russia wants a stronger hold in the Americas, picks a tribe to support that will unify the region and then uses it as a client state?
Or later Britain/the U.S. does the same thing to try blocking the other.

The coast is simply too valuable for a surviving Indian state. It's too easy to conquer from sea and too valuable for trade and colonization. Add in the disease factor and there's only a remote possibility that they can make it without being colonized.

The only place I think there might be a chance is the Mexican state of Sonora. If US annexed Baja it may accept a buffer state between itself and Mexico.
