My suggestion: 1808
It is after 1650 and it is the best chance to happen. Government authority is low and the death of the past two Sultans, Mustafa IV and Mahmud II, would mean no male member of the House of Osman. The already semi independemt governors either agree to allow a Giray Sultan, while doing as they wish without interference. Or they outright refuse.

Edit: Ok that was kinda rude but Ottoman Empire did collapse in OTL so why not. But yeah Ottoman dynasty becoming extinct is probably best choice. A Giray might get crowned in Constantinople but will definitely lose land in the periphery and also will lack power/influence.

For some reasons Napoleon decides that he must invade the Balkans. Eventually he's isolated and beaten, but national awakening caused by the campaign torns apart the empire earlier.

Not guaranteed but it is very likely. Especially with Ali Pasha, the Bosnian Ayans, the Serbs and Greeks of Morea, fighting in the Western Balkans. The Ayans of Bulgaria, Thrace and Antalia will likely declare loyalty to the Giray Sultan in order to protect against Russian threats but authority is very low. The Middle East is pretty much a lawless area to be conquered by Mehmed Ali Pasha.
