My suggestion: 1808
It is after 1650 and it is the best chance to happen. Government authority is low and the death of the past two Sultans, Mustafa IV and Mahmud II, would mean no male member of the House of Osman. The already semi independemt governors either agree to allow a Giray Sultan, while doing as they wish without interference. Or they outright refuse.
