What's the best point in the last century at which the EU could have become the democratic "United States of Europe" that it's original proponents claimed it would become?

Realistically, I'd say the current stage of integration is as far as the EU at its current size could have hoped to get at this point - if anything TTL has been almost amazingly lucky from the point of view of Europhiles.
However a smaller alternate EU, maybe just the Treaty of Rome signatories could have gone deeper, faster.
The best way would be to have a PoD from before the European project first began. Maybe keep the US isolationist, and have Nazi Germany either never exist or be defeated relatively quickly, and European countries are forced to unite to combat Soviet expansionism, laying the groundwork for a political union. Major Crimson recently did an election night TL with a similar basic idea.
Maybe Rooseevelt die a little earlier and Wallace (or another) become President and while supporting a Marshall Plan equivalent and ready to give material support at the European Military to face the Soviet menace., it's adamant in keep the troops at home and mantaining the USA free of formal alliance. This force the various european nation (UK included) to form their own military alliance in addition to the various other pan-european project that started in this period.
