Well at least Civ 4 will have secession once again, well I think so anyways. Has any Civ game ever had a puppet government option before?

where are you getting this Civ 4 info?

the only way i can get a puppet state is if i beat an opponent into submission, but the puppet states i was talking about was creating new states out of your enemies, like Poland in WW1

There's a forum for it on Civfanatics.com. I believe that it is listed under Civ3 forums. A lot is speculation, but there have been a few official announcements.
