Somebody in the upper echelons of the bureacracy has a little too much to drink one New Years. The effort doesn't go unappreciated, though; after he gets shot for rampant stupidity, they use the flag he created to wrap his coffin. It seems only fair.

That, or the ever-present (and effervescent!) ASBs.

Well, he only said PRC without specifying what the acronym stood for. I therefore submit that "Pirate's Republic of the Caribbean" is more likely.

As for the other... perhaps the "Personal Rent-a-China"?
