1936 Britain rejects strategic bombing

WI as part of the political deal by which a Liberal/ Labour government agreed to rearmament they renounced bombing aimed at civilians,.

Plainly there were the figher aircraft available to provide a good defensive force?

Could an effort aimed at tactical bombing have been effective. If I recall corectly the fairy "Battle" bomber was pretty useless in any kind of combat (though so was the JU87 when faced with opposition.)
 
Not at all likely, Strategic bombing was universally regarded as a legitimate military tactic, the only people who disagreed with it disagreed with were ultra-pacifists.
