17 Star Confederate flag (Army of NV/Navy Jack version)?

Has anyone ever seen any use of a 17 star Confederate flag outside of an alternate history? I notice a while ago that a string backpack that I owned from one of the Civil War battles had a flag on it that was like the Army of Northern Virginia flag, but there were 4 stars in each of the arms, not 3, so the total number of stars was 17.

Most of the entries I can find online are from a badly done CSA wikia with 17 states (Arizona, New Mexico [Both with OTL borders]!, Oklahoma and Maryland in addition to those in OTL as well as a display on the US House of Representatives (http://thehill.com/blogs/blog-brief...house-dems-display-incorrect-confederate-flag)
 
There were some battle flags with no star in the middle, thus only 12 stars. I think I read somewhere that some residents of western states who were sympathetic to the CSA used a 17 star flag, presumably to mean the territory the resided in belonged to the Confederacy. I think that any modern usage is an error.
