How could the Family Assistance Plan, proposed by President Nixon in August 1969, have passed the Senate (after passing the House as OTL)? What would be the effects? Previous discussion:

With no PoD before 1928, is there a plausible scenario where all 8 major provisions of Huey Long's Share Our Wealth program can be implemented nationally by 1970. Some watering down is acceptable (and probably inevitable) but it has to include a basic income, a wealth cap, and free education.
