AHC: Successful Share Our Wealth program by 1970

With no PoD before 1928, is there a plausible scenario where all 8 major provisions of Huey Long's Share Our Wealth program can be implemented nationally by 1970. Some watering down is acceptable (and probably inevitable) but it has to include a basic income, a wealth cap, and free education.

People idolized the super rich. Oh, what would I do if I was some huge computer magnate, an owner of a sports team, this big Hollywood mega-celebrity. Yes, I've done this kind of thing myself.

Actually, at one time the U.S. had a top tax bracket of 90%. But there was so many loopholes and exceptions. 'Earned' income was taxed at a greater rate than 'unearned' income. And the tax code was perhaps even a bigger mess than it is today.
