Have China suffer a civil war in the 1970s-1980s for some reason. Since they have nukes the civil war would be even worse, and as such by the time the war ends so many people would had died there would be no need for a one child policy.
India? Some states have already enacted a two-child policy, so a one-child policy is not out of the question. Question is, would it be enacted nationwide or would just some states enact it?
At most maybe there will be a US mission to secure the nukes (in that case, other countries might help America in that process, like Pakistan and the UK) but other than that unless a communist government is established (unlikely) I don't see the US staying around for long.
