DBWI: No South African Civil War?

In 1988, tensions in South Africa had reached the point of civil war following the Matsulu massacre, where police opened fire and killed 7 black South African children. The explanation given by the police was that the children were throwing rocks at the policemen, but that claim is dubious. Ten years, two nukes used and a refugee crisis later, the South African Civil War ended with a balkanized South Africa: Azania, the Volkstaat, Zululand and the Cape Republic.

Maybe preventing the Matsulu massacre might not have been enough to stop it lest reformists somehow take over South Africa (which is unlikely), as tensions had already been growing since the early 1970s. So what might have been done to stop the civil war?

Prevent Nelson Mandela's assassination in 1973.

Perhaps have a (even-more) far-right candidate, like Jaap Morais, come into power?

Or have Connie Mulder win the vote to become leader of the National Party in 1978. He was considered pretty conservative and who knows what butterflies him becoming PM could create?
 
Mandela was in jail in 1973, so have him die but have him die of natural causes (or have him killed by security forces to make it look natural).
Even if Mandela died of natural causes, his death could be blamed or blamed to be a hit by South African intelligence.

Different demographics might to the trick. If black south africans were a even higher percentage of the population, then the apartheid regime would be even more unsustainable. Or on the other hand if white south african were a higher amount of the population, then potential detractors would not dare to start a armed conflict.

Another scenario is a culture shift within south africa, with the goal of aboleshing apartheid and introducing one man one vote in the country.

So, why do you think is the Cape Republic be best-off part of former South Africa? Because of the Progressive Federal Party (later the Democratic Party) having it's power base there?
