    I think he was experimenting with various "gimmicks" and thus he had a cup of coffee with Yabloko. He would have been authoritarian, but he would not have run roughshod over democracy like Putin and his regime. Stepashin's faction, however, were law and order types, before he fell from grace by not shielding Yeltin's cronies from Primakov's purges. But as I alluded, he still would have been better than Putin.
