How to make it posible that no european power or USA holds overseas territories? For that matter everything in the caribbean and other seas and oceans should be independent or part of a nearby independent state. The only no continuos territory USA is allowed to hold is Alaska and maybe Hawaii (because I can't see how to have it independent or at least not part of USA after the 1900).
