Would a Fallout-style Peshawar Lancers game work?

I've been reading The Peshwar Lancers recently and can't help but feel like it would make a great RPG. Obviously this probably will never happen, but what do you think? Would it work?

You could fight cannibalistic tribals living in the swamps and mountains. Sort of like Point Lookout.

A Canjun state is mentioned as existing in North America. They could play a role, perhaps trying to defend their independence against the Raj.

This could be a really interesting RPG. seeing Steam-punk nations, dealing with politics of Peshawar Lancers the way you want...
