I had a feeling you'd pick that up. That's due to me writing down 8, realizing the scenario says that Australia is Poland's best colony, and being too lazy to rewrite an entire column given I do it in one long column.
If you're asking in universe, imagine it's the same dispute as between Australia and New Zealand vís-a-vís who has the best pavlova.
