 Andrew Jackson makes lowering tariffs one of his promises in the 1828 presidential election.  In 1830 when the issue of tariffs comes up in South Carolina, Jackson is sympathetic to the South Carolinian views and instead of threatening military force, Jackson compromises and does not alienate Vice President John C.
