The typo in the title is, of course, a typo, 'Administratio' means in this context 'Administration'. It is neither a utopia or dystpia, no matter what your political viwes, but somewhere in between. This TL, to quote bookmark95, has “shown history as being full of good and bad.” No more spoilers now. It was nominated for a Turtledove in 2016 and received a solid share of votes.
