I'd have to say number 3 as it looks the most like a Japanese Prefecture flag.

A combination of the 3rd and 4th would look best. The 3rd is great and I voted for it, but I think it'd be better without the white stripe at the bottom (it's hard to see, this is a big problem with lots flags with white that get posted on white backgrounds), just move the three stylized mountains to the bottom, and add the white outline to the red sun.
