Ottoman annexation of Armenia, Azerbaijan, and Iranian Azerbaijan in the event of a central power victory

Iran wasn't officially a belligerent in the war, so a formal annexation of Iranian Azerbaijan by the Ottomans is very unlikely. On the other hand some form of Ottoman influence in the region is possible, but the Russian Revolution and Civil War would certainly complicate matters in northern Iran.

It's not too hard to have Afghanistan and Iran involved in the war officially. If the Gendarmine get to the Shah before the British. If the Central Powers are winning both nations are likely to consider throwing their hat in before peace is concluded.

Given the extreme weakness of Iran, Azerbaijani population, and Ottoman troops already in Area. Wouldn't an annexation be rather easy.

As I said, formal annexation. Without Iran being a belligerent in the war they wouldn't be party to the post-war peace conference and so wouldn't be involved in any of the treaty's provisions. Also if you're insinuating that the Azeris would be amenable to being ruled by other Turks, you'd be mistaken; Azerbaijan (both Russian and Iranian) was a hotbed of the Constitutional movement and played a very important role in the revolutionary events of the period, so swapping one absolutist monarch for another would be very unlikely (not to mention that pan-Turkic nationalism was a very recent motif of the Committee of Union and Progress, who had a, at best, complicated relationship with the Ottoman dynasty).
