The Saka and Parthians are both good bets although the latter will need to break free from Persian domination first.

There is also of course the Romans. Assuming that the Achaemenids hold on until then, the Romans under say Mark Antony could drive all the way to Mesopotamia. Given the ramshackle nature of the Persian army, the legions would go through them like butter.

If the Achaemenids did survive until say 50BC a certain Herod would almost certainly be satrap of Syria instead of the King of the Jews ;)
 
I always thought that Roman armies weren't all that effective against Asiatic armies given their lack of decent cavalry. Wasn't cavalry the decisive arm in almost all of Alexander's battles?

Roman strategey against the Parthians (unless you were Crassus) was to march via the roughest terrain possible to the Parthian capital and sack it. Horse archers don't operate very well in hilly country.
