I think 1632 did a decent job with this myself, but it wasn't a huge part of the narrative.

Haven't read it yet, but Time's Eye by Stephen Baxter and Arthur C. Clarke sounds like it would fit the bill. And looks like Eric Flint worked on a spinoff series to 1632 named Time Spike?!?
