The title pretty much says it all. Make Lucien Bouchard, Mulroney cabinet Minister, later founder of the BQ, and later Premier of Quebec, Prime Minister of Canada.

The easiest scenario that comes to my mind is Turner wins in 1988, Bouchard succeeds Mulroney as PC leader, and, riding a wave of outrage over the economy and, presumably, constitutional difficulties, he returns the PCs to power in 1992 or 93.

I do question if the BQ would have been as successful without Bouchard. There was always going to be Quebec Nationalist blowback to Meech Lake failing (and I think Meech failing was inevitable), but I think with Bouchard gone they are less successful.
