The easiest scenario that comes to my mind is Turner wins in 1988, Bouchard succeeds Mulroney as PC leader, and, riding a wave of outrage over the economy and, presumably, constitutional difficulties, he returns the PCs to power in 1992 or 93.

I do question if the BQ would have been as successful without Bouchard. There was always going to be Quebec Nationalist blowback to Meech Lake failing (and I think Meech failing was inevitable), but I think with Bouchard gone they are less successful.
