A Strong Rump South Vietnam based on "Taiwan" Style Separate Mekong River

After President Nguyen Van Thieu Thieu ordered ARVN troops to pulled back from Xuan Loc, President Thieu refused to resigns on April 21. He ordered the ARVN divisions within Saigon to start gradual evacuation to the south of My Tho to established the new battlefield line at Mekong River. The Republic of Vietnam government and Joint General Staff relocates cautiously to Cần Thơ during the last days of holding resistance at Saigon.
On May 1, 1975, Saigon has collapsed from the hard resistance. About half of ARVN troops from Saigon managed to make to the south of the Tien River to prevent NVA from invading more further at the south. Without the proper barges and boats to launch another campaign, the North Vietnamese military halt the advance of attacking at Vinh Long due to lack of logistic plans with outnumbered South Vietnamese Navy to overpower the counterattacks against NVA barges and vessels.
Can this rump South Vietnam at Mekong Delta favor the longer term of stability on overall military, politics, economics, refugee movements, and social life within the capital Cần Thơ and other cities?

Maybe you could explain about superior major general Nguyen Khoa Nam to deploy massive number of troops to use the artillery ammunitions and mortar to repulse larger NVA regiments from approaching Tien River.
