    Pretty much every map element should go onto a separate layer, because it makes changing things much, much less of a hassle. And make sure you actually label your layers, or having "New Layers #1-25" will come back to bite you when you're trying to find the right now.

    I wouldn't really call it a "race", since that would indicate roughly equal vote totals... Anyway, voted for Mancomunitat de la Mediterrània. I really like the Aragonese symbol, and the non-standard cross was a nice touch.

    I think what they mean is that the map has no definitive backstory or PoD to give it a "reason to be". It just looks like you randomly changed some borders without any real rhyme or reason, because there's no story attached. The map doesn't even specify a year or anything.
