The thing is I started the game with Austria and created the German Empire as Austria so a lot of the German provinces became Austrian cores before the German Empire was formed. After the German Empire was created I released Austria and they took all the Austrian core provinces.

I think you all know where Vienna is located. It doesn't help that a lot of German provinces became part of the Austrian hegemony so the German Empire is split everywhere. The world map is even worse.
