AHC: World without AIDS (or at least keep it local)

A really hard AHC: avoid the spread of AIDS, or at least keep it local to Central Africa.

Rules:

1- HIV must exist in the same form and virulence as in OTL (so, no easy answers as "no HIV no AIDS")

2- The supposed timeline for the evolution of HIV and AIDS have to be the same as OTL (late XIX century - first half XX century to the evolution of HIV and second half of XX century to its spread)

St. Dominique remains a French colony until the War of 1898 when the Greater Antilles minus Jamaica were annexed to the United States.

In OTL the virus spread from West Africa to Haiti then to the US and from America to the rest of the world. After many Francophone West African nations gained independence they lack many skilled workers and imported them from Haiti.
 
That would have helped but would not avoided the virus spreading outside of Africa (the virus was brought to Europe by sailors and workers contamined by prostitutes in Central Africa)......

:confused:West Africa mostly has HIV2, not the HIV1 that is prevalent in the US...
