Would SEGA Not having 32X or SEGA CD still lead to SEGA going Third-Party?

Yeah, I know the "SEGA wins the console wars" Trope is a overused trope in Alternate History but would SEGA not having any 32X and SEGA CD still lead to Sega Third-Party?
let's talk the context of the "SEGA Wins the Console Wars" trope, While Assuming that SEGA of America and SEGA of Japan gets along just fine thus leads to Sega of America cancels 32X and SEGA CD altogether and SEGA Of Japan says yes to Tom Kalinske's Suggestion of Sony to join SEGA.

Would that still lead to SEGA going Third Party in The 2000s without SEGA 32X and SEGA CD?
 
Frankly the fundamental problem is that nineties Sega seems to have been run by people doing their level best to have the worst-run company in the world. So the answer is kind of no, because Sega didn't fail in the console war because a couple of their add-ons were bad. They lost the console war and proceeded to almost go bankrupt because they made the worst decision possible to spend their money and then poured more money in after it every single time. If you want them to stay first-party then you need to fire...uh...pretty much all of the Japanese higher-ups. And that's not going to happen.
